2015 in education: achievements and future plans
Kalinin, Vadim Aleksandrovich was born on 2 July 1976. Science and teaching I was doing for a long time, however, this position is responsible for all and preschool, secondary, and adult and vocational education. – How do You assess the year 2015 in education? – It was hard, but productive. We started the optimization process of small schools. And although many people criticize education reform, but the figures suggest otherwise. Yes, we are not closed, and resumed work 4 kindergartens. To the extent the field is good enough and important events. Regarding the optimisation of small schools – we solve questions of transport to transport students. For the first time in 2 years the Zhytomyr region received 24 school bus for comfortable transportation of school children to their schools of education. When the bus 61 a third of this issue we decided not to stop the supply of the other until that is scheduled and leased buses. Despite the fact that the process of reorganization of educational institutions is quite difficult. However, the main priority of this process should be the provision of quality educational services. And, by the way, children and parents are happy that were transferred to the best schools. If we talk about science, in the 2015 session of the regional Council adopted the decision on creation on the basis of Zhytomyr defense high-tech cluster. This will allow us to preserve the scientific potential of the region and attract new investment in science. This is quite an interesting project that will be able to join all of our higher education institutions. For example, to develop composition of dry rations for our soldiers, new methods of psychological assistance, models of drones, and the like. – In Zhytomyr confident strides decentralization reform. How in new conditions can change the education system? What positive or negative aspects You see in it? Positive will be when the education will be funded. I hope that the community will find the funding. If funding will be provided through educational grants and will increase local budgets, it will be very good. Firstly, people will be able to see where to invest your money (and invest in most importantly, their children), to see the result in the form of new computers, classes, buses and so on. Will be opened kindergartens, which are lacking. And everyone will be able to initiate and implement the people themselves. In 2016 the President of Ukraine declared the year of English. What new will happen in this direction in education? – Yes, the first steps for this have already been made. By order of the Chairman of regional state administration Sergey Mashkovsky approved a Plan of measures aimed at promoting and enhancing English language learning in the field. It is planned to develop a regional program for the study of English. Last year we had a positive experience of organizing language camps, were satisfied with both children and parents. However, it was more on a voluntary basis. In 2016 we will involve representatives from the Peace Corps, the British Council, to work closely with the program "Ukraine is Speaking" public initiative GoGlobal. – What exactly will be sent to the regional program in English? – The programme is aimed at motivating the population to learn English. We must make and to show the benefits of foreign language skills in work life. This will be developed a powerful advertising campaign and will be provided a variety of opportunities to learn a foreign language. – Will some innovations not in the schools, and, for example, in the state administration? – Yes. Learning English language must cover all the population. In the presidential Administration were tested in English language heads of departments and defined criteria for the selection of future professionals in the public service. Those who already works before 1 January 2017 to learn or re-training English language to a certain level. We plan to introduce in our regional state administration similar project. – You know English? Yes, I am an English teacher. – Is it true that this year the teachers will pass the English test, and those who teaches it, will have to have an appropriate level? – Yes, such plans at us are, since it is not always the level of teachers corresponds to the requirements of the program. But, in addition, in the near future it is planned to teacher certification that will assess the adequacy of teacher positions. Now on the criteria for the certification of the Institute of postgraduate pedagogical education. – What is the situation in the field of security with the teaching staff? There is still a need for young professionals? – "Young blood" is always needed. But in order to engage in the education of youth, and the need to ensure the decision is still issues such as housing, the required number of hours and the like. If in the cities there are no such problems, pensioners runs small, it is possible to go to the village not wanting much. And they can understand. – Adopted amendments to the Budget, for which vocational education is imparted in local funding. Will the area of such costs? – It will be very hard, because the load is only on the Zhytomyr will be about 90 million UAH. And then there are technical and vocational institutions by region. And what exit from this situation? – Only optimization. Pick up professions that overlap. For example, some vocational school trains cooks. And you can make one school taught chefs, other machine operators and so on. But along with this must be created by the Board of relevant stakeholders, which will then provide employment to these students. – What are the successes and achievements in 2015 in the field of education among teachers and students we can be proud of? – We successfully passed the external independent evaluation. In English, for example, our area is on the 12th place among regions of Ukraine. According to the results of participation in competitions and contests of four students receive scholarships of the President of Ukraine and one scholarship of the Cabinet of Ministers of Ukraine. There are winners of the Small Academy of Sciences. Zhytomyr region participates in all contests and competitions and many wins. At the end of the year we summed up the results of the contest "teacher of the year", selected the winners, which will continue to represent the region at the national level. – What are your plans and main goals are for 2016? What more hope? – The most hope – that the education sector was financed by government. After all, every year we have more to save. Children, education is our future. You need to understand that we work for the sake of our children, who tomorrow will change us, will lead, to work, to charge us pensions, subsidies, set benefits. And how we will teach them, what education will give, what values will previem and will live in the future. Yes, this year will be difficult, because you will be the same optimization, the reform of vocational education, boarding schools. We are waiting for a stormy and interesting life.
