Vinnicchina: implementation of the principles of state regulatory policy area
According to the Department of regional economic development of regional state administration, in the field ensures the implementation of the requirements of the law of Ukraine "On principles of state regulatory policy in economic activity". In accordance with the requirements of articles 7 and 13 of the law of 15 December 2015, the state administration approved the Plan of preparation of draft regulatory acts of the state administration for 2016, and a schedule for carrying out tracking the actions of regulatory acts that are published on the website of the regional state administration (www.vin.gov.ua) in the section "Regulatory activity". According to the Plan approved in 2016 it is planned to adopt 10 regulations, namely: 2 - in the field of licensing for economic activities in centralized water supply and drainage system, the production and supply of thermal energy; 8 in the sphere of establishment of tariffs for paid services of medical institutions of the region and the state archive. In 2015, according to the schedule of tracking the performance of the action of regulatory acts carried out periodic review of the validity of the orders of the Chairman of regional state administration from February 11, 2005 ¹ 40 "On establishing the limit levels of profitability in the formation of retail prices of liquefied carbohydrate gas for domestic needs of the population." Periodic tracking for the specified regulatory act was carried out on the basis of statistical data. The order set a limit on the level of profitability in the amount of 7 percent of the economically substantiated costs for companies implementing the liquefied carbohydrate gas (excluding cost of purchase) to the population for household needs. The weighted average retail price for 1 cylinder of liquefied gas in 2014 increased by 24,02%, with the increase in the price of liquefied natural gas through specialized auctions for the same period in 50,19%. Operators that work on the liquefied gas market in the region, comply with the requirements of the order of the Chairman of regional state administration from 11.02.2005, No. 40 "On establishing the limit levels of profitability in the formation of retail prices for liquefied gas for household needs of population". For the period covered by the periodic monitoring, complaints and proposals from business entities that are engaged in the sale of liquefied gas for the needs of the population in the regional state administration didn't arrive. According to the results of periodic tracking of the orders of the head of the regional state administration from February 11, 2005 ¹40 "On establishing the limit levels of profitability in the formation of retail prices for liquefied gas for household needs of population" found to be effective and considered appropriate to the continued implementation of measures to monitor the effectiveness of this order. The action of the regulatory act - the order of the Chairman of regional state administration dated June 7, 2005 ¹217 "On establishment of tariffs for the carriage of passengers and Luggage by motor transport (which works in a usual mode of movement) in intraregional long-distance and suburban combination within Vinnytsia region", was cancelled on the basis of the resolution of the Cabinet of Ministers of Ukraine dated March 25, 2015 No. 240 "On amendments to attachment to resolution of Cabinet of Ministers of Ukraine dated 25 December 1996 # 1548". As of 1 January 2016 in the registry of regulatory acts of the regional state administration is 9 orders of the regional state administration and 1 order of structural subdivisions of the regional state administration, which is also posted on the website of the regional state administration in the section "Regulatory dallstream regulatory acts".
