Maxim Sokolyuk stressed that the migration service begins deep reform, and therefore is aware that in the first months of possible errors. The Chairman of GTS noted that in the first phase, before the approval by Parliament of draft law No. 3224, a new document will be issued free of charge to citizens who have reached 16 years of age and requested a passport of citizen of Ukraine for the first time. "The migration service has more than 600 divisions all over Ukraine. We have purchased equipment distributed evenly across the area, the citizens had no discomfort at the time of registration. At approximately 800 workstations in 330 divisions of migratory service across the country have this equipment", - said Maxim Sokolyuk. In addition, he noted that for the procedure of replacement of old passports in the form of booklets for ID-card it is necessary that the Verkhovna Rada adopted the government bill No. 3224 "On amendments to some laws of Ukraine regarding documents that confirm the citizenship of Ukraine, certify the identity or its special status". The Chairman of the state CUSTOMS service expressed hope that the Parliament will adopt the law already in late January or early February. In units where such equipment is not available, temporarily citizens will be issued passports of the old sample (the little book). Citizens who apply for a passport of citizen of Ukraine not for the first time (for example, in connection with loss or damage), also prior to the adoption of draft law No. 3224 will be issued passports of the old sample. A new document will be issued to Ukrainian citizens instead of a passport of citizen of Ukraine (the book), is significantly more secure against forgery and is intended to confirm the identity and citizenship on the territory of Ukraine. Thanks to built-in contactless electronic chip, the introduction of the ID card opens up new possibilities for the creation of electronic services and simplification of administrative services. The chip will be written to the personal and biometric data of the document owner, including place of residence and marital status. The introduction of digital signature and other data is technically possible, but requires legal regulation. Together with the introduction of ID cards, the migration service will implement the content of the Unified state demographic registry – electronic database on the basis for identification. The experience of European countries, the process of documenting citizens ' ID cards will take 4-5 years 2016 migration service hopes to issue more than 2 million documents of the new sample. After the approval by Parliament of draft law No. 3224 migration service can obtain a passport of citizen of Ukraine for all citizens.
