Chernihiv: Social protection of the population in the area: from results to prospects 2015 2016
At a press briefing in the regional state administration January 11, talked about social protection of the population in the area. The Director of the Department of social protection of population regional state administration Oleg Rusin elaborated on the main directions of work of system of social protection, as well as the achievement of 2015 and 2016 prospects. He focused on the specifics of granting subsidies on payment for housing and communal services, social protection and rehabilitation of ATO participants, support of their families. It was also of assistance to internally displaced persons from the temporarily occupied territory and districts of carrying out anti-terrorist operation, the disabled and Chernobyl victims and other categories of citizens. Also talked about the prospects of reform is based on targeting different kinds of privileges and social payments. As noted by the head of Department of social security, from may 2015 providing housing subsidies to the population was carried out on improved and simplified procedure. Housing subsidies in the area received more than 200 thousand families. This was the purpose of nearly 474 million. State benefits worth more than UAH 892 million last year contributed more than 71 thousand people. Payment of all types of state social allowances was made on time, without debt. Oleg Rusin said about the innovations of the Government regarding the appointment of assistance for single mothers and children whose parents evade paying alimony. From 1 January 2016 should increase the amount of such aid. Special attention of bodies of social protection has focused on helping the ATO participants and their families. So, according to the Director of the relevant Department, in 2015 3619 families of ATO members by district state administrations and city councils have received financial assistance amounting to almost 7.6 million UAH. Household assistance received 683 families, using fuel – 907. 156 invalids and participants of the ATO sent to health institutions, 167 – rehabilitation facilities to receive psychological rehabilitation. Ten of the sixteen ATO participants, registered for the provision of prosthetic and orthopedic products and technical means of rehabilitation, is fully provided with means of rehabilitation. 35 families of soldiers killed in the ATO, and the ATO with disabilities, 18 received apartments. For these purposes the region has used grants from the state budget in the amount of 10.5 million UAH. Of the six participants of the ATO who have lost the functionality of the lower limbs, in 2015, five received housing (at the expense of 3.2 million UAH from the state budget). So, according to him, in the area of 9918 included people from among the displaced persons (or family 6692). Of 1085 people who appealed to managements of social protection of population, state benefits paid to 997 persons. Monthly targeted assistance to cover living expenses, including housing and communal services, the assigned family with 5501 5561. For these needs in 2015 from the state budget aimed 47,5 million hryvnias. Said the Director of the Department for social protection of persons with disabilities. In 2015, 849 people with disabilities and war veterans have received vouchers. This category of citizens issued 11 cars former use and 1 vehicle with humanitarian aid. Persons with disabilities received more than 17 thousand units of rehabilitation. 24 people with disabilities were sent to vocational training in a rehabilitation facility.
