In the Transcarpathian region financing of preschool educational institutions in 2016
the Changes to the Budget code of Ukraine stipulates that the financing of preschool educational institutions (pre-school) 2015 should be financed out of district (city, cities of regional value) budgets. According to paragraph 20 of the Concluding and transitional provisions of the Budget code of Ukraine in 2015, these institutions can be funded from the budgets of villages, settlements, cities of rayon significance (with appropriate transfers from the regional budget). This right was used by all districts, and in 2015, the DOW was funded from a village, settlement, city (cities of regional value) budgets. For 2016 the above-mentioned item of the Budget code of Ukraine extended. Financing of costs for DOE is carried out from the budgets of local governments, if they appealed to the district Council with the application for the transfer of authority on the funding of these institutions and the district Council made such a decision and provided an appropriate transfer to lower budgets. The volume of these intergovernmental transfers are determined by a formula which is approved by relevant district (city) Council in the Annex to the decision on local budget. In 2016 among districts of the region entirely from the district budget planned funding DOE in Vynohradiv, Volovets and Mukachevo districts. The delegation of authority to the financing of rural (village, city, cities of regional value) budgets of the institutions in Beregovo, Velyky Berezny, Mizhhirya, Perechyn, Tyachiv, Uzhgorod and Khust districts. In Irshava, Rakhiv and Svalyava districts separate lower budgets, delegated authority, and appropriate transfers to expenditure on the DOW.
