In Zhytomyr oblast health improvement and recreation of children in 2016-2020
At the third session of Zhytomyr regional Council deputies adopted a Comprehensive Program of rehabilitation and recreation of children for 2016-2020. From the regional budget for the Program is assumed to be 61 million to 759,4 thsd UAH The total financial resources required for the implementation of the Program, is 091,4 million 168 thousand UAH. From 2015, significantly limited financial resources on children's health field. No financing of improvement of children by the social insurance Fund on temporary disability, in 2014, children's rehabilitation regional office of the Fund used 10 million 608 thousand UAH, for which improved 4984 child. The main source of financing of rehabilitation and recreation of children is a regional and district, city, village and rural budgets. In the regional budget for rehabilitation and recreation of children was provided 16 million 103,2 thousand hryvnias, which is twice more than expenditure 2014 (7 million 357,5 thousand UAH). Used – 12 million 31.7 thousand hryvnias. During the 2015 double-additional funds have been allocated from the regional budget for the rehabilitation of children: in March – 3 million UAH, in may, 1 million 488 thousand. Solely on buying trips to the regional budget authorized 10 million 365,7 thousand hryvnias. On the organization of improvement and rest of children in city budgets and the budgets of districts in 2015 used 8 million 399,7 th. As of 1 December for the budget-stricken health improvement and recreation of children 15635 (2014 – 28380 children), including for means of the regional budget – 2480 children (2014 – 2025 children), including health – 4397 children (2014 – 2410 children), recreation – 11148 children (25970 children). The distribution of vouchers purchased at the expense of the regional budget, between cities and districts of the region the Department of family, youth and sports of the regional state administration was carried out in proportion of the allocated funds in municipal budgets, budgets of districts. Primarily children are orphans; children deprived of parental care; disabled children; children from large and poor families; children of combatants in the ATO, the children of internally displaced persons. From various sources (budget, sponsorships, charitable, and parental resources) as of 1 December covered the health improvement and recreation 32300 children, representing 23.2% of the total number of children of school age (139290 people). The program provides for 2016-2020 years to implement the complex of measures on creation of conditions for the proper organization of rehabilitation and recreation of children by: * organization of improvement and rest of children needing special social attention and support; * maintain the network of children's health institutions of the region; * ensuring the proper functioning conditions of children's recreation facilities.
