"The solution of environmental problems, due to lack of legal mechanism for the recycling of plastic bags, the settlement of their production and circulation, requires a prompt solution. According to international experience, many countries also observed the introduction of legal restrictions on the production and use of plastic bags and packaging", – the document says.
