And I can say that the two communities of Transcarpathia are those "pioneers" who dared to assume courage, and responsibility to live a new life: Tiachiv and Vilkovisky. Although throughout Ukraine these brave men just 159. - How do they live? - Of course, not easy. Pros: these communities received direct inter-budget relations, the right to dispose of the funds – independence and from district to district, and from the field. Among the main disadvantages will be problems, unresolved at the national level, in the legal field. Of course, added responsibilities and funding educational and cultural areas. But at the same time, the rural Council as a representative body of the United community has the right to decide strategic issues in the development of their society, personnel issues, determine priorities. - If the advantages are so obvious, why didn't we have a "parade" of associations? - United communities faced with the challenges that still wasn't part of their powers: they develop patterns of Executive committees, learn to predict and rationally, it is advisable to use the funds. See, this is a serious chunk of the state budget passed in their submission, it can't please everyone. So around unification process continue to circulate myths, innuendo. We see real resistance to the desire of people who look for new things, having fear is quite understandable.
