Ternopil: the justice system reform is in progress
In Ternopil press club held a press conference with participation of head of the Main territorial administration of justice Eduard Koltsov. It was about the reform of the judiciary and system of providing free legal aid, improvement of online services. Changes expected in 14 district offices. On their basis it is planned to establish a Bureau for free legal assistance, it will be possible to access on-line services of the Ministry of justice. These units will earn since July of this year in all districts and the regional center. Now get the assistance of a lawyer can even those for whom the financial situation does not allow me to pay for the services of a good lawyer. Last year in Ukraine began the work of the centers providing free secondary legal aid. Here you can use the services of a lawyer in criminal, administrative and civil cases. In accordance with made to the legislation changes, the person is detained for committing a crime, must be assigned counsel. After the detention, a law enforcement officer calling the center for providing free secondary legal aid, case reports, and from there to send a lawyer to the detainee. Then find out the individual falls under the criteria for the provision of free care or not. In our field work with them 80 specially selected attorneys in three regional and the regional center, - says the head of the Main territorial administration of justice Eduard Koltsov. Within six months only in city centre free legal aid asked 274 people. Of these, 202 received clarification and advice as 72 - appointed lawyers. To use the services of the centers may the following categories of people: individuals who have income less than the subsistence minimum; the ATO participants and veterans; families of the fallen soldiers, orphans and their guardians; the citizens having special merits before the Motherland, victims of Nazi persecution; persons rehabilitated according to the legislation of Ukraine; internally displaced persons and others. One of the areas of reform is the introduction of a system of online services. Thanks to the introduction of electronic services the Ternopil online to receive certificates and extracts from registers of real estate, corporate bankruptcy and business registration. This year the notary of the region in the unified state register of legal entities and individuals made 46 registration procedures. Ten young couples in Ternopil got married with the help of electronic tools, and the birth certificate of the child in maternity hospitals had already received 177 parents.
