Informing about the results of budget execution in Vinnytsia region for the three months of 2016, the Commissioner noted the positive growth over the previous year and exceeding virtually all of local budgets. "If in the budget we were hoping for 30 % growth, we have 52.9 %. The highest increase of incomes observed in Haisyn, Kozyatinskaya the Research, Peschanskaya districts, cities Khmilnyk, Vinnytsia and in the United territorial community of Kalinovka. Even the lowest – in Chernivtsi region is the highest for the projected when the budget, - said Nikolay Kopachevsky. - Receipt of revenues of the General Fund budget for the 3 months increased, compared to the corresponding period last year, at 138.6 million UAH". Analyzing the structure of expenses of the regional budget for 2016, the Director of the Department of Finance of the regional state administration noted that the greatest amount of is the spending on social protection and social security is 31.5 %. This, according to Mykola Kupecheskogo, contributed to the increase of almost twice the funding of subsidies and incentives, as well as increased benefits for families with children. On education, the budget spends at 29.8 %, health 17 %, to the local authorities is 4.5 %. Separately, the head of structural subdivision of regional state administration discussed the issue of conducting of payments through the system "Transparent". He recalled that, according to the order of Chairman of regional state administration, procedures of procurement of goods and services should take place through electronic auctions. However, in 16 districts, not a single electronic procurement. "The law categorically comes into force on 1 August, and only then if we will start these activities, we will come to more or less organized work on 1 January. And this will be the basis for accusations that we do not provide the fulfillment of the Law", - said Nikolay Kopachevsky. The necessity of introducing such a system work and noted the Chairman of regional state administration Valery Cow. "There is a purely technical component, because with the introduction of the electronic trading system from August 1, taking into account the number of transactions (and there will be many times more than in March), you may encounter serious difficulties. Therefore, the sooner you start, the better it will be for you," said Valery Cow. At the same time, the Director of the Department of Finance of the regional state administration informed about the benefits of implementing such a purchasing system on the example of the regional budget. "According to statements on April 1, the regional budget we have observed up to 18% savings. Review of Directors of institutions, we also note an improvement in the quality of services, because in most cases, these auctions will benefit local entrepreneurs who are simultaneously the producers", - said Nikolay Kopachevsky. He also said that now the issue of quality of delivered products and quality of implementation of the contractors obligations in transactions. Commenting on this position, the head of the Vinnytsa region Valery Cow stressed that the electronic bidding system makes managers of budgetary funds at carrying out of purchasing procedures very good understanding of what they want to buy.
