In Chernigov will introduce the project "Municipal card CHernigovets"
to establish and implement a transparent and effective mechanism of granting of measures of social support, improving the quality and efficiency of social services provision to members of the territorial community of the city of Chernihiv, the city Council decided to enter in the city of Chernihiv in the project "Municipal card CHernigovets". The corresponding decision was accepted by deputies of city Council at the regular session, which took place on 28 April. Multifunctional personal electronic cards are the material carriers of personal data of cardholders and support services related to the provision and consideration of measures of social support, other banking and non-banking services. They will also confirm the right of cardholders to receive certain kinds of social assistance. Overall, the Project is aimed at improving the management process and accounting of the results of social assistance and the provision of public services, including tolls and public transport, obtaining social discount for payment of goods and services, obtaining municipal health and education services, ensuring payment of utility services, the provision of benefits and subsidies stipulated by normative legal acts and the like. This Project will be able to participate all able-bodied residents who have reached the age of 16 and registered in the city of Chernihiv. According to the decision of the Chernihiv city Council, authorized institutions (PJSC "State savings Bank of Ukraine") requested to extradite multifunctional personal electronic plastic card, and also to provide cardholders banking services with their consent. The design and functionality (set of services) multi-function personal electronic plastic card, as well as the conditions of processing (collection, processing, exchange and storage of information by the Project participants) was instructed to develop the Executive Committee of the city Council, based on the technical capabilities and needs of residents in different types of social support. (goods, services, works). The underlying point of obtaining municipal cards determined by the Department of citizens of the Chernihiv city Council.
