The main purpose of the visit was the participation in discussions on and benchmarking of local authorities in the sphere of culture and its subordinate structures. During the visit working meetings were held in the Department of culture of the ??d? Voivodeship, where a delegation of citizens was familiarized with the main objectives of the Department, annual spending on culture from the budget, as well as the costs associated with the functioning of the seven subordinate institutions of the cultural sphere, namely: the Opera and ballet Theatre, Drama theatre.Stefan Jaracz, Archaeological-ethnographic Museum, Museum of art Public library.Marshal Jozef Pilsudski, Philharmonic.Arthur Rubenstein, the cultural Center. In addition, the members of the delegation of Vinnitsa region visited the Bolshoi theatre of Opera and ballet in Lodz, which was founded in 1967 and is the venue of the international festival of the ??d? ballet meetings, which were attended by the most famous troupes from all over the world, as well as the Centre of culture in ??d? with an area of 7000 square meters, which meets the diverse cultural needs of residents of all age groups. On 6 floors of the Center there is a mug of painting, ceramics, sculpting from clay, photography, ballroom and modern dance, vocals, guitar, book club, choir, theatre Studio 3 various kinds, Studio folklore; sports clubs: gymnastics, fitness, martial arts, travel section; the clubs of the researchers of genealogy, Esperanto, cosmobiology, history. According to the Polish legislation, the cultural Center is entitled to provide paid services. In General, the percentage of revenues from paid services about 20% of the total budget of the house of culture. All of these funds are spent for own needs of the organization. During the visit in ??d? Voivodeship Vinnytsia oblast delegation visited mn Rzg?w, where it presents sports-cultural center, the construction of which is due to the budget of the municipality (50%) and by funds from the European regional development Fund(50%). The center houses a gym, hall for aerobics, gym, halls for wrestling, squash, room for tennis. Also, there are art clubs for children and adults. It should be noted that the access to all sports clubs and societies ?free. According to the program of stay of citizens have also come to commune Xaverov, where they visited a cultural Center with a library, which was established by decision of the Council of the commune. On 3 floors are located the Assembly hall, sports hall, library, auditorium, offices, clubs and a beautiful winter garden. Visit all groups and sections of the Centre are also free. In addition, the participants visited Volodzko library. Marshal Jozef Pilsudski in Lodz, in fulfilling its tasks, taking part in creating the workshop of the scientific-educational work for scientists and students of higher educational institutions, colleges and secondary schools in Lodz, and also controls 533 companies: - 188 public libraries; - 345 library branches. The library has more than 755 thousand copies. The delegation of Vinnytsia region satisfied with the trip, after all, on a real example I saw all the "benefits" of decentralization to the cultural sphere. In Poland, these legislative reforms have opened many opportunities in front of the cultural institutions, in particular, to obtain financing from various sources, to provide paid services and use the funds earned on their own needs, to attract the public to the issues of policy formation in the sphere of culture, about?dovuti cultural institutions in a single point, have a direct impact on government decisions on any matters, including the administration of spiritual and cultural development of the region.
