In the Vinnytsia region about changes in the procedure for granting housing subsidies
30 April 2016, entered into force the Decree of the Cabinet of Ministers of Ukraine from 27.04.2016 ¹319 "On amendments to some resolutions of the Cabinet of Ministers of Ukraine",namely the Regulation on the procedure for appointing and providing subsidies for reimbursement for housing and communal services, purchase of liquefied gas, solid and liquid stove fuel, approved by the decree of the Cabinet of Ministers of Ukraine dated 21.10.1995 No. 848 (as amended by the decree of the Cabinet of Ministers of Ukraine dated 22.09.1997, No. 1050, amended). According to changes in the procedure for granting housing subsidies: 1. The persons who are entitled to benefits on payment of housing and communal services, the acquisition of solid fuel and liquefied gas, with the appointment of subsidies is taken into account the cost of fees for services excluding benefits. In the case of appointment to such persons housing subsidies they do not accrue the related benefits. 2. In the list of services the payment of which is assigned to the grant included the management service home . 3. The augmented rule on the appointment by decision of the Commission grants to a person who is not registered, but actually lives in dwelling (house) on the basis of the contract of employment (rental) housing condition on the calculation of a payment for housing and communal services. 4. Excluded norm about possibility of appointment of subsidies on the basis of income for the three months preceding the month from which the grant is assigned, as well as regarding the amount of the pension for the last month before treatment. Now the subsidy is calculated on the basis of income for the previous calendar year, and the subsidy for reimbursement for payment zhilishchno - utilities is assigned in the first quarter, on the basis of income for the first three quarters of the prior calendar year. 5. Increased amounts of income, which are accounted for in comprehensive income for individuals - entrepreneurs who chose a simplified taxation system and are payers of the single tax, to: - two sizes of the subsistence minimum established for able-bodied persons - single tax payers of the first group; - three sizes of subsistence minimum established for able-bodied persons - single tax payers of the second group, four sizes of the subsistence minimum established for able-bodied persons - single tax payers of the third group. For able-bodied persons (except students residing with their parents or other family members; the military personnel of conscription service) and average monthly income less than the subsistence minimum established for able-bodied persons, to total income for each month is now taken into account the income level of the two sizes of the subsistence minimum established for able-bodied persons. In some cases, for such individuals who live in families who are in difficult life circumstances, according to the decision of the Commission may take into account the income at the level of the subsistence minimum established for able-bodied persons. For students of day form of education, having parents that are registered and do not receive a stipend, as well as for persons, consisting on the account in the employment center and do not receive unemployment benefits, whose average monthly income is less than the subsistence minimum established for able-bodied persons, to total income for each month is considered income at the level of the subsistence minimum established for able-bodied persons. Granted citizens the right not to confirm the reference income referred to them . in the Declaration, which is missing in SFS, the Pension Fund of Ukraine, funds of social insurance, in failing to provide appropriate references. In such circumstances, the applicant shall attach a written explanation in a free form indicating the reasons for non-submission of certificates and indicates the size of such income. These revenues are recorded in comprehensive income. 6. The subsidy for reimbursement for payment zhilishchno-utilities is assigned from month of application for its appointment before the end of the heating season, but not more than 12 months. The subsidy for reimbursement for acquisition of firm fuel and the liquefied gas, as before, is appointed for a calendar year. 7. The possibility of application and Declaration for assignment of grants in electronic form (including by electronic digital signature). 8. The decree foresees a return to the state budget after the end of the heating season, the producers/providers of the amounts of unused grants to pay for heating. Without returning the unused portion of the grant equivalent to the cost of 100 cubic meters of natural gas or energy for individual heating), which is counted by the manufacturer/contractor services: payment services, including the mandatory payment of part of the household, for the following periods. 9. According to the Decree, citizens who are assigned to the subsidy for reimbursement for payment zhilishchno-utilities are obliged to pay the cost of services actually consumed is based on the size of assigned subsidies. In the case of non-payment of the equivalent value of the grant shall be terminated on the performance of service providers. 10. Provides the ability to assign a subsidy to underage students full-time education, registered and residing in hostels; - when assigning subsidies without recourse citizens for the next period the families in which the subsidy was given on the basis of the decision of the Commission to review specified decisions of the Commission only in case of change of structure of registered (actually living) of persons or the exercise of a registered (de-facto) individuals within 12 months of purchase, payment of services in excess of 50 thousand UAH; - the possibility of termination of grant if, during the sampling material living conditions of households state social inspector found evidence of violations of the legislation on the appointment of subsidies, which affected (would affect) on the right of purpose of grant or determine its size.
