One of the areas SNIA activities of inspection of Gosenergonadzor in Vinnytsia region is the consideration of the appeals of consumers of electric and thermal energy on the issues of observance of requirements of the current legislation in the field of energy. In General, directly by inspection of Gosenergonadzor in 2015 and five months of the current year is considered 40 complaints about violations of the rights of the applicants, 120 appeals on questions of assessment of technical condition of power equipment and metering devices of enterprises and organizations, this 29 conclusions about the lack of multi-apartment houses with natural gas and district heating. When considering appeals inspection of Gosenergonadzor in the case of violations of requirements of normative documents in the field of electric power and to protect the rights of citizens, the power supplier or the enterprise, institution, organization – the owner of the house (network owner) – issued the instruction on elimination of violations of requirements of normative legal acts in the field of electricity, which the energy supplier or the owner of the network must be eliminated within the established directed time. For not fulfilling the requirements of regulations to the violators in accordance with the laws of Ukraine applicable penalties. The main issues raised in the appeals: - the quality of service of electricity and heat; - the legality of actions of the responsible energy supply company (accrual of penalties, termination and restoration of power, replacement of metering devices, the results and requirements of technical conditions for accession, etc.); - payment for electricity consumed, the use of tariffs, the granting of exemptions; - conclusion of contracts for the supply of electricity; - unsatisfactory technical condition of the equipment of electric networks. The overwhelming majority of complaints received from the public concerning delivery of electric energy, the parameters of which do not meet the requirements of GOST 13109-97 (“low voltage”). All complaints of this nature are considered by the Inspectorate from the obligatory visit to the place with participation of representatives of the electricity supply company and the owner of the network, carrying out appropriate measurements of electricity and inspection of a technical condition of electrical equipment and networks. As a rule, the supply of poor quality of electricity takes place for the improper technical condition of the power mains (wrong number of twists of the wires neurosciene from tree branches power line, the uneven load of the phases, and the like). In such cases, the grid owner is issued the instruction on elimination of the revealed violations promptly. We should also mention a large number of calls regarding the legality of actions of employees of power supply companies in the preparation of acts of violation of the Rules of use of electric energy for the population and the implementation of their calculations of the magnitude of losses. Such complaints were generally dealt with at meetings of the Information-consulting centre on work with consumers of electric energy of PJSC “Vinnytsyaoblenergo” (vul. The Cathedral, 50, Vinnitsa, Ukraine) with the participation of representatives of inspection of Gosenergonadzor and regional offices of the National Commission, carrying out state regulation in the energy and utilities (NKREKP TP).
