July 7, during a personal reception of citizens by the Minister of ecology and natural resources Ostap Semerak has considered the appeal of Taras Czuchna regarding the problem of pollution of the basin of the river Sluch, which was signed by the 1267 residents of Zhytomyr. In particular, the community Baranowski district, Zhytomyr region revolted unauthorized crude dumping of waste in the basin of the river Sluch, which according to them carries OOO Poninkovsky cardboard and paper mill. Ostap Semerak has criticized the actions of local entrepreneurs, supporting the concerns of local residents, the result of which the river killed aquatic living resources. "Unfortunately, the current system of monitoring compliance with the environmental legislation of Ukraine in the part of protection and rational use of water resources is inefficient. To change this situation, the MEP has started the reform of the State ecological Inspectorate", - said Semerak. The Minister also informed that the inspectors of the state ecological Inspectorate conducted several unscheduled inspections. According to their results to administrative responsibility in the form of fines attracted by Penske cardboard-paper factory and issued instructions on elimination of revealed violations. Also at the Zhytomyr regional state administration was established the Commission on questions tekhnogenno-ecological safety and emergency situations, which exercises permanent control over the situation. Ostap Semerak also invited local activists to join in the month of patrols the river to prevent waste discharges in the night. "The community needs to be our partner. To help this situation, we can pool our efforts. Installing such a duty, we will be able to see the real situation with pollution of the river happened," - said the Minister. Semerak also noted that in such circumstances it would be appropriate to install at all enterprises of the equipment around the clock recorded the discharges of emissions into water bodies with subsequent placement of relevant information on the official website of the Ministry. "The old system of monitoring of emissions to water there are maladay. I propose to introduce the installation of measurement equipment at each source of pollution and provide public access to the records through the Internet portal of the Ministry," he concluded. Also at the meeting, the Ministry of ecology and natural resources will forward the appropriate address to Zhytomir regional Council and Baranovsky district Council in addressing this environmental challenge.
