mayor Mykola Romaniuk has held a working meeting on discussion of draft housing Programme for co-financing of participants of operations, invalids of war, who was called up for military service by mobilization for participation in the antiterrorist operation,as well as family members dead, missing servicemen of these categories in 2017-2019. Participation the meeting was attended by first Deputy mayor Taras Yakovlev, representatives of the structural subdivisions of city Council, head of NGO “Volyn Union of veterans of the antiterrorist operation” Vadim vavryshchuk, head of the center for assistance to participants of ATO in Volyn region Yuri Dmitruk, head of NGO “Union of veterans of the ATO in the city of Lutsk Nikolay Okunevich, Chairperson the Members of the bereaved families in the ATO “Hope” Love Karaban and the Deputy of city Council, a member of the OO family Members of those killed in the ATO “Hope” Maya Shostak. Opening the meeting, Mykola Romaniuk said that the first working meeting on discussion of the draft programme, which aims to provide housing for participants in hostilities, war invalids, who were called up for military service mobilization. He noted that the initiator of the development of the program is NGO “Volyn Union of veterans of the antiterrorist operation”. According to him, were taken into account all suggestions and opinions and developed a holistic document. The details of the program, participants were informed the first Deputy mayor Taras Yakovlev. He noted that the document is designed for three years. The total amount of financial resources required for its implementation, is 96 million UAH. Of this amount, the city budget is 24 million UAH ( in 2017 - UAH 8 million, 2018 — 8 million UAH, 2019 UAH 8 million). According to him, the remaining 72 million UAH — funds from other sources not prohibited by law. He noted that city officials plan to appeal to the deputies of Volyn regional Council, they also provided funds for the implementation of this program, and to involve representatives of construction companies, entrepreneurs and the like. Taras Yakovlev said that of the total value of the apartment planned that 25% would Fund the city budget, 25 % - funds from other sources (funds of the regional budget, private enterprises, construction companies etc) and 50% funds member's program. He also added that as of September 1, 2016, the Executive of the Executive Committee of the city Council on the housing register is 193 families of combatants who take (took) part in the antiterrorist operation (hereinafter – ATO), 16 soldiers-ATO participants, who have the status of war veteran – disabled veterans and 8 family members of dead servicemen participants ATO. The total area for the program shall not exceed 50 m2. If a citizen of the relevant category expressed a desire in acquiring housing of large size, the amount of square feet that exceeds 50 m2 is financed through Program participant taking into account the full market cost of housing. Taras Yakovlev stressed that now the average cost of an apartment is 50 m2 in Lutsk is approximately 510 thousand hryvnias. In the programme attended by the participants in hostilities, war invalids, who were called up for military service by mobilization for participation in the antiterrorist operation, the members of the families of the dead, the missing troops only under the condition of stay on the housing register in the cityLuck. Taras Yakovlev noted that this program may become a realistic option for the purchase of an apartment the participants of the antiterrorist operation. According to him, the amount of co-financing by program participants is also significant, but still has the opportunity to accumulate funds, take credit, and the like. The first Deputy of the mayor emphasized that if all fails, then in a year you can provide 60 families with housing. He added that it is not possible to find 25% of the amount from other sources, then the amount will be dofinansowane from the city budget. According to the head of the center for assistance to participants of ATO in Volyn region Yuri Dmitruk, it is very good that such a programme has developed. He hopes that this will be a real chance to get housing for the combatants, who were mobilized. He also noted that the appeal in the Volyn oblast Rada, to foresee in the regional budget funds for the implementation of the program. In turn, the head of the NGO “Union of veterans of the ATO in the city of Lutsk Nikolay Okunevich, also supported the document. According to him, the program is serious and he looked forward to its implementation. Nicholas Okunevich, assured that his organization is also working on the possibility of raising funds to help their brethren in the acquired housing. In the end, it was decided to make the draft program of providing housing for co-financing of participants of operations, invalids of war, who was called up for military service by mobilization for participation in the antiterrorist operation,as well as family members dead, missing servicemen of these categories for 2017-2019 for the closest session of city Council which will be held on September 28.
