Each Ukrainian family that can't pay for utilities, has the right to apply for the appointment of state targeted social assistance and housing subsidies. The program of housing subsidies guarantees citizens the stability of expenses on payment for housing and utility services regardless of changes in the cost of services. To obtain a housing subsidy sufficient to submit to the bodies of social protection statement and income statement. The subsidy is calculated on the basis of the income registered in the house (apartment) and issued to any member of the family. The presence of debt on payment for housing and communal services does not affect the determination of the right to the subsidy.
