2017 Vinnitsa region moves to a full-fledged program-target method in the budget process (photo)
in accordance with the requirements of the Budget code of Ukraine (part 18 section VI.Final and transitional provisions), starting in 2017 the preparation and adoption of local budgets, amendments to them, and most importantly - their execution will be carried out according to the programme and target method. This was announced during a press conference at the Department of information activities and public relations of the regional state administration the Director of the Department of Finance of the regional state administration Mykola kopaczewski. "From next fiscal year we are moving to a full-fledged program-target method in the budget process. Preparation of budget requests, project budgets and their implementation will be carried out on the codes of program classification of expenditures (the seven-digit KCRC) instead of the current (six-digit) codes temporary functional classification. For convenience, as the regional budget and other local budgets for 2017, will offer to approve a new program classification with the obligatory duplication of the apportionment of the expenses according to the old functional classification - to allow comparison of performance. Also for each budget programme and budget by program - chief administrator of funds will be approved by the budget program passport. In this passport, in addition to the actual expenditure will be reflected reasonable performance of the product, cost, efficiency and quality", - said the official. According to Nikolai Kupecheskogo required in the application of program-target method is a deep system analysis and continuous monitoring of achievement of planned quality indicators for the evaluation of the direction of budgetary funds for providing social services to the consumer. "The results of a comprehensive assessment of indicators of product quality, cost and effectiveness should be the basis of management decisions on the allocation of budgetary resources. This is the main essence and objective of PPB", - said the representatives of the media official. "Although in the experiment we are already working with elements of the program-target method in more than one year, it should be recognized that not all know and prepare for widespread adoption of this process in 2017, very seriously. This is especially true for the respective software and computer resource that is already developed", - said Mykola kopaczewski.
