The project of creation of hospital districts in Vinnytsia region
30 Nov 2016 approved by resolution of the Cabinet of Ministers of Ukraine ¹ 932 "On approval of the Procedure for the creation of hospital districts". The hospital district is the functional integration of health institutions located in the relevant territory, ensure the provision of secondary (specialized) medical aid to the population of the territory. The hospital district is created to organize a network of health care institutions in a way that will ensure: guaranteed timely access to the population to services secondary (specialized) medical care of appropriate quality; effective use of budget funds allocated for the provision of funding and secondary (specialized) medical care; creating conditions for training of health care institutions that provide secondary (specialized) medical assistance, to the operation in terms of managerial and financial autonomy and medical care in the framework of agreements on health care of the population with the main Manager of budgetary funds. According to the recommendations of the Ministry of health of Ukraine regarding the provision of proposals for the creation of hospital districts in all regions of Ukraine, including Vinnytsia region prepared a draft that is attached. According to the draft order of MOH of Ukraine "regulations on the hospital district", taking into account the recommendations provided by the Ministry of regional development of Ukraine, the hospital district is not a separate legal entity, business entity and a separate legal level of organization of the Executive branch. Vinnytsya region is located in the Central part of Ukraine. The population of 1.01.2016 year 1603,5 thousand people, the area of the region is 26.5 thousand square kilometers. In region 6 regional cities, 12 districts, 27 rural districts. The length of the region from North to South 204 kilometres from West to East – 196 km. the population Density is 60.5 people per 1 sq. km. To fulfill the requirements of the Cabinet of Ministers of Ukraine from November 30, 2016 No. 932 "On approval of the Procedure for the creation of hospital districts" in Vinnytsia oblast, it is planned the creation of 3 hospital districts. The list and composition of hospital districts will be approved by the Cabinet of Ministers of Ukraine. Prior to the approval of the aforementioned resolution and for the transitional period in all the districts and cities of regional importance keeping the existing network of health care institutions of secondary level of medical care.
