Chernivtsi: Changes in the Procedure of providing state social assistance to certain categories of citizens
30 November 2016 the Government adopted a decree "On amendments to some resolutions of the Cabinet of Ministers of Ukraine" according to which changes in the order: – provide monthly cash assistance to persons living with disability of group i or II due to mental solace, which is the conclusion of the medical Commission of medical institution, requires constant care, to care for them; – the appointment and payment of state assistance to families with children; – the appointment and payment of state social assistance to needy families; – the appointment and payment of temporary state assistance to children whose parents evade paying alimony, have no opportunity to maintain the child or place of residence unknown. Adopted by the resolution broadened the scope of persons eligible for public assistance in connection with pregnancy and childbirth. So the action of this decree extends to women who are not insured in system of obligatory state social insurance of the Armed Forces, Derzhavnih border service, security service, foreign intelligence Service, other military formations, Cospectrality, state service of special communication and the number of police officers, persons of commanding and ordinary structure of organs and subdivisions of civil protection, State criminal-Executive service. For purpose of the help at the birth of a child may be filed in the body of social protection of the population in electronic form (with the use of telecommunication systems via the official web site of Ministry of social policy, or integrated with information systems of Executive authorities and local self-government, in particular with use of digital signature) at the registered place of residence of the applicant. In case of receipt of the application sent in electronic form without digital signature of the citizen, the birth of the child will be assigned only after signing in a month the said application in person. In the case of non-fulfillment of the above requirements, serves a new application. The payment of child support to single mothers, if they are enrolled full-time in secondary , vocational and higher educational institutions i-IV levels of accreditation continues with the month in which the statement has been submitted with the necessary documents, based on the certificate of the educational institution before the end of such children to educational institutions, but not longer than until they reach the age of 23. For assistance to children under guardianship or guardianship, the certificate of registration of residence of a guardian (Trustee) and child, and to obtain assistance for the children of single mothers seem to be a certificate of registration of residence of the mother and child, indicating the fact of residence of the child with the mother. If the child is studying outside the village, which is home to the mother, and is not on full state provision, is the certificate of registration, place of residence of the mother and a certificate of registration or place of residence (training) of the child. The adopted regulation provides a unified approach in the definition of the right to state social assistance, namely, for individuals – entrepreneurs who chose a simplified taxation system and are the single tax payers of the first group to take into account the income level of the two sizes of the subsistence minimum established for able-bodied persons in force on the relevant month for individuals – entrepreneurs who chose a simplified taxation system and are the single tax payers of the second group – three sizes of the subsistence minimum established for able-bodied persons, individuals – entrepreneurs, who chose the simplified taxation system and are the single tax payers of the third group, the – the four living wage. With the aim of simplifying the procedure of submission of documents the citizen, adopted by Ordinance withdrawn the certificate of family structure from the list of required documents. Information on the composition of the applicant's family will be indicated in the Declaration on incomes and property status of persons who had applied for assignation of all types of social assistance.
