Chernihiv city Council has approved an address to the Association of Ukrainian cities
Chernihiv city Rada sent a petition about the recovery of benefits and subsidies to enterprises of housing and communal sphere. The appeal was sent to the Association of Ukrainian cities as a credible organization that can initiate before the Government of Ukraine issues of delay in compensation of benefits and subsidies to enterprises of housing and communal sphere is an urgent problem for the city. It's noticeable for municipal enterprises, which provide the city and its citizens with vital services. So, as of 20.01.2017 debt financing of benefits and subsidies amounted to UAH 65 million, twice the volume of monthly charges businesses for services rendered. This is stated in the Appeal. Due to the shortage of working capital can purchase materials, fuel, time to perform routine repairs, to pay employees and contractors and to pay taxes. In particular, the municipal enterprise "chernihivvodokanal" the city Council is deprived of the possibility to pay on credit obligations to the International Bank for reconstruction and development. For the normal functioning of public utilities of the city deputies of Chernihiv city Council find it necessary to initiate before the Government of Ukraine to address the following issues: - to take necessary measures for the timely funding of benefits and subsidies and allowing utilities to provide quality and timely services to the residents of the cities; - expanding the use of incentives and subsidies, in particular the payment of taxes and pay debts of the municipal enterprises to the state budget loans granted by international financial institutions on the implementation of the project "urban infrastructure Development"; - changes to the State budget of Ukraine for the current year regarding the possibility of transfer of subventions from the state budget to local budgets for repayment of the difference in rates to cover the debt of communal enterprises to the state budget loans granted by international financial institutions on the implementation of the project "urban infrastructure Development". In addition, among the issues raised by the deputies decided to initiate a petition to Government to expedite the payment of the difference in tariffs for utilities to the local communities.
