Chernihiv is among the finalists for participation in the project of Ukrainian-German technical cooperation GIZ
Chernigov passed the first stage of selection for participation in the project of Ukrainian-German technical cooperation GIZ "Partnership for modernization: energy efficiency in hospitals". Chernigov has won among 15 Ukrainian cities and along with 3 other cities were in the 4 finalists in this selection, among which the Amount, Chernivtsi, Ivano-Frankivsk. Now comes the last stage of selection, only 2 cities-partners of the Project. With this goal in Chernihiv was the evaluation Committee of the project Ukrainian-German technical cooperation GIZ. The Commission came to the project Director Gregor Bromling and Advisor of the project Klaus Haars. Guests from Germany to Chernihiv city Council met mayor Vladislav Atroshenko, Deputy mayor Olga Honch, head of the economic development of the city Lyudmila Maksimenko, head of the Department of health Vladislav Cook. During communication the participants of the meeting noted that Chernihiv has experience prior positive cooperation with the GIZ project "energy Efficiency in buildings" in 2008-2013. It is with the GIZ project in Chernihiv initiated the establishment of the energy management system of the city and developed the first energy efficiency programs. Head of economic development of the city Lyudmila Maksimenko told the guests about the experience of Chernihiv in the implementation of energy efficient measures in the city and planned activities in the health sector. The head of the Department of health Vladislav Cook on the implementation on energy efficiency measures in health care institutions of the city. Presentation of the city briefly held for guests from Germany, the Deputy mayor Olga Honch. Project Director Gregor Bromling praised the work and experience of Chernihiv in the implementation of energy conservation measures and the establishment of the energy management system. He also expressed his admiration for the beauty of the ancient Chernigov. The mayor wished to the German guests pleasant stay in Chernihiv and expressed hope for fruitful cooperation. Vladislav Atroshenko: - This project I, as mayor, is considered one of the most promising in the city and we are interested in its effective implementation. Germany is a high – tech country and we hope in the framework of mutual cooperation to get the best experience of power management. Guests from Germany also held a tour around the city and visited health facilities. Help: The project "Partnership for modernization: energy efficiency in hospitals" is implemented by GIZ (German society for international cooperation). The project duration is until July 2019, the total project budget is 3 million Euros. In the framework of the project it is planned: • introduction of an energy management system control/monitoring, including professional software and carrying out of trainings and consultations on development and implementation of energy management (creation of Department of energy management, training of staff and officials authorized to make decisions); • support in obtaining access to funds and credit lines for financing of energy efficiency measures. • conducting energy audits and implementation of demonstration modernization activities that require little investment (the practice of cooperation with international projects - at the beginning of the project declare a minor investment in demoproject, in the process of cooperation their size increases. When participating in pre-project GIZ is not provided for the implementation demoproject, in fact – co-financing the implementation of the comprehensive rehabilitation of an old building, three device and so FORTH in the buildings of city hospital No. 1); Mandatory requirements for participating cities: • Confirmation that the city will designate one worker to higher technical or medical education and experience in the field of health, who will be involved in a full day, to perform the functions of the program coordinator, one to support the program coordinator, other employees can be involved if necessary. • Confirmation that the city will provide financial resources for the implementation of energy management in hospitals.
