9 February 2017, the Verkhovna Rada of Ukraine adopted on second reading and in whole draft law of Ukraine ¹4772 "On amendments to some legislative acts of Ukraine (regarding the voluntary Association of territorial communities). This approach to a new stage of decentralization reform: the opening plane for cooperation between communities, and therefore, the consolidated effect on the development of the economy of Ukraine", — appealed to the deputies by Vice Prime Minister – Minister of regional development, construction, housing and utilities Gennady Zubko before the vote. He noted that the adoption of this law expects more than 1.5 million voters, his decision will create an additional 200 GSS. The bill simplifies the procedure of voluntary unification of territorial communities allows the community under the simplified procedure to join an already established joint community. It will contribute to a really wealthy communities, in accordance with the approved long-term plans without disruption methods of forming such communities. Changes, in particular, define the parameters by which the newly created territorial community can be considered wealthy. Such communities should be created around the center defined long-term plan of formation of territories of communities of the region, and it should live at least half of the number of residents under the Perspective plan. Each territorial community is uniting with this congregation for simplified procedures. Also in the attached territorial communities held elections of the deputies of the Council of the United communities, at the time, as the election of the President of the United community are not conducted. Thus, the Council's newly formed community will be representatives from all territories. Recall that in the first reading the bill was adopted on 20 September 2016.
