Chernivtsi: City MPs appealed to the Government and Parliament with the requirement to increase the medical subsidy of the State budget for this year

Now pay the majority of employees of budget-financed sectors, including healthcare, is based on the Unified tariff categories and wage rates of workers of establishments, institutions and organizations of separate industries of the budget sphere (more – etc). Formation of scheme of official salaries for employees are based on the minimum official salary (the tariff rate) worker of i tariff level of ETS and the corresponding tariff coefficients on the tariff level of ETS. The assignment of positions (professions) of employees to the respective tariff category ETS is based on the following criteria: professional qualification level (profession) and complexity of responsibility of the work. In the attribution of positions (professions) of employees of public sectors (health, education, culture and others) in the respective tariff categories, ETS applied a common approach to qualification of employees and complexity of work performed. Despite the fact that from 1 January 2017 by the Law of Ukraine "On State budget of Ukraine for 2017" established minimum wage in the amount of UAH 3200, the salaries of public sector workers, including health professionals, are calculated based on the amount of salary of the employee of 1 tariff category of the Unified wage grid set the size of the subsistence minimum for able-bodied persons on 1 January of the calendar year (1600 HR). The law of Ukraine "On remuneration of labour" it is established that the employee's wages for completely executed monthly norm of work may not be below the minimum wage (RS 3200). So, on the basis of the above-mentioned legal acts, the workers are unskilled (cleaners, watchmen, janitors, etc.) and qualified personnel (doctors, nurses, paramedics, etc.) will receive tailored bonuses and allowances are practically the same wages. That is why the issue of remuneration of health workers is relevant and requires a comprehensive solution to such problems: 1. The insecurity of the budgetary funds of the Fund of remuneration of labor of healthcare institutions, which makes it impossible to increase wages and its differentiation according to the unified tariff. 2. "Leveling" the wage workers of the medical field. To Junior medical staff and the doctors have practically the same salary. In connection with insufficient financing, the heads of medical institutions are not able to put into practice the advice of the Cabinet of Ministers of Ukraine concerning prevention of "leveling" the wage through the setting of professionals and industry experts of bonuses, allowances, awards, causing outrage and discontent over the devaluation of their labor. 3. Budget savings in health care institutions for payment of wages, in particular by reducing the number of (state) employees, transfer of employees to work on a part-time job (0,25, 0,5, 0,75 rate), systematic (mass) granting employees leave without pay, eliminating bonuses and allowances without actually changing material conditions of employment. Fully leveled raise salaries 15% to 80% of health workers in special working conditions due to the nature of the medical industry, namely – surgery, management of medical transportation, in connection with harmful and heavy working conditions (employees with infectious, psychiatric, drug treatment facilities, stations (offices) emergency medical services, tuberculosis clinics and laboratories, pathology departments, and employees of healthcare institutions who work with HIV/AIDS, and so on.) The level of wages can solve a lot of problems in the healthcare industry, and in the absence of immediate additional financing to lead to staff shortages in the healthcare industry. Therefore, to ensure fair and decent wages Chernivtsi city Council appealed to the Prime Minister, the Chairman of the Verkhovna Rada of Ukraine, people's deputies of Ukraine: 1. to amend Annex 2 of resolution of the Cabinet of Ministers of Ukraine of 30.08.2002 No. 1298 regarding the establishment of a higher wage categories of the Unified wage grid level and ratios of remuneration of employees of institutions, establishments and organizations of separate industries of the budget sphere – workers health; 2. to calculate the actual need of budget funding to ensure the full payroll of employees of healthcare institutions, to prepare, to introduce and support the draft law of Ukraine "On amendments to the law of Ukraine "On state budget for 2017" in terms of increasing the medical subsidy.
