Sergey Savchuk: Ukraine moves from outdated administrative to the European incentive regulation methods in the sphere of energy efficiency
Yesterday, March 15, at the meeting of Committee on energy approved by the Saee bill No. 4595, which aims to bring up to date the legislative acts on control in the sphere of energy saving in accordance with applicable legislation and legal practices of the EU countries. As explained by the Chairman of the Saee Serhiy Savchuk, in 2012, of the law of Ukraine "On energy saving" excluded rules on mandatory state control in the sphere of energy saving. In this regard, there is a need to amend the Code of Ukraine on administrative offences, laws of Ukraine "On energy saving" and "On heat supply" and remove the articles. "According to these articles, the maximum penalty for a violation of the efficient exploitation of heat consuming equipment is one hundred untaxed minimum incomes of citizens, and is 1,700 hryvnia, which at the present cost of energy resources cannot be considered an adequate measure of responsibility," - said the Chairman of the Agency. "Such measures of control not found in any developed country. Ukraine needs to move from outdated, inefficient administrative methods of regulation to the European incentive mechanisms and fiscal instruments. We are talking about environmental and energy taxes and fees", - stressed the head of the Agency and added that, for example, in Austria, Belgium, the UK are charged an energy tax for the consumption of electricity, gas, oil and gasoline that exceeds the established norms. In the Netherlands, Denmark, Finland, Sweden for industrial consumers, there is an environmental tax on CO2 emissions for the consumption of petroleum products, coal and natural gas. "The Agency is already working on the implementation of such mechanisms in Ukraine, - said Sec. Savchuk. - In addition, the Agency is developing a draft law on energy efficiency, which will contain the system of obligations of producers of energy by reducing final energy consumption and requirements for energy audits and other measures of state control inherent in developed countries and those stipulated by EU legislation." In General, members of the Verkhovna Rada Committee on energy decided to recommend the Parliament to adopt the bill in the first reading.
