Given the characteristics of the recent period is relatively considerable and quite sufficient to the daily problems and routine to kill any desire for activity and change. However, this is not about the Stepan Barna. It's still the same energetic and enterprising, and on the threshold of another stage of an infrastructure revolution, which he performs in the field. So, it's time to sum up the preliminary results and talk about future plans. However, the schedule of the Chairman of the Ternopil regional state administration is now so dense that to find at least an hour or two for a constructive conversation is not easy, so the correspondent of "New Ternopil" has decided to talk just... the official car of the head on the way to Kozova, where he was the day opened a lovely swimming pool, and recently — dead unfinished, which, thanks to Stepan Barney has managed to resurrect and make a beautiful reality for almost 30 years from start of construction... Sport — The history of this pool, because it was started building back in 1989, and then several times the construction “freeze” in the end, we undertook the completion of this basin in 2015 and now open — begins the story Stepan. Is one of the objects that are symbols of the revival of sports infrastructure in the region. About “plavali basin” some are only told the fantasy, but for me the sport was, is and will remain one of the priorities in the work. We, for example, for the previous two years was reconstructed (rehabilitated, equipped or reconstructed) more than 20(!) gyms in the area. And this is only the beginning. In the nearest plans — the restoration of the rowing channel, which we call the “Water arena “Ternopil”. The total cost of this project — about 20 mln. and we are now working with the city government of Ternopil and planned to Finance the work 50/50 from regional and municipal budgets. This year we plan to begin work on the rowing channel. The project is interesting because in Ukraine a similar stage, except that the Dnieper. They hold almost all the competitions at the level of the Championships of the country, trained various teams, so there is adequate funding from the Ministry of youth and sports. We plan to create an analogue in Ternopil and to bring to training and competition not only the domestic teams but also foreign. In addition, future plans to open four mini-football fields with artificial turf. In General, we have an agreement with the football Federation of Ukraine on the construction of the first stage of such venues in all districts of the region, and the second in all communities, will be a real contribution to the implementation of the program of development of sport and in particular football in the countryside. Education During my term, has restored two new schools in Sokolov Terebovlyansky and Horyhlyady Monastyryska districts. Overall, we managed to reconstruct the more than 100 objects in the field of education. We have calculated that during this time, delivered about 1,500 computers, installed 2,500 400 Windows and doors, thus significantly save energy even compared to the previous winter, although it was warmer than the present. Medicine — I believe that the development of the medical industry is one of the most successful results of our work. Over the past year we have invested in the medicine more than 100 million UAH. which are already yielding real results. For example, for the second consecutive year allocated about 6 million UAH. for the purchase of medicines for children's regional hospital, and now 90% of drugs issued free of charge to sick children. Another 5 million UAH. allocated last year to the same hospital for the purchase of medical equipment that makes it possible to do in Ternopil surgery for newborns. Another 5 million UAH. put in the infectious diseases hospital, has completed repairs of the Perinatal center... Well, the biggest achievement in this area is the opening of modern diagnostic center at the University hospital, which cost the state more than 40 million UAH. Expect that he will earn at the end of April — early may. In parallel, in the same hospital are working to create a modern cardacino, which has already invested more than UAH 20 million. Road — Just this year from a variety of sources plan to involve improving the infrastructure of the region about one billion hryvnia, and about half of this sum will go on repair of roads. We plan to overhaul the main trunk roads of the region, and pay special attention to the road Kyiv — Lviv and Ternopil — Brody. In plans — repair of roads in the United communities for co-financing with local budgets. Now comes the process of soliciting bids from GSS. Jobs — Priority in its work on job creation, I said during your presentation at the position of the Chairman of regional state administration on 2 April 2015. Last year we managed to create a 5.5 thousand jobs, the region occupies 4th place in Ukraine on creation of new industrial enterprises. Of course, not all these jobs are newly formed, many of them we just managed to legalize. This is the result of the liberalization of relations between state controlling authorities and business. Now, no one farmer or landowner can't say that to him, as before, tax, sanitation center, or other controllers “visit” just on the field and disrupted the work. This is not and never will be! We will continue to move in this direction, creating in the region a kind of offshore zone for business and translating relationships with regulatory authorities in e-plane and minimizing direct contact. Thanks to electronic reporting and transparency in other areas of the relationship if we don't destroy corruption, then at least minimize. A good example in terms of working in new ways is the activity of “segesh Ukraine”, which last year opened a branch in Sochi and in 2018 will there be 2.8 thousand new jobs. But in General, in 2017 we plan to create in the region another 7.5 thousand new jobs. So I would advise you not to believe those who for every year screaming “all is lost!” If you work, everything can quickly change for the better. Frames — Abnormal situation where every year we invest 170 mln. the vet produced up to 3.5 thousand young specialists, and the specialty is to work only the seventh part of them. Comes to the fact that, for comparison, in Zborovska vocational school training of one student costs about 25 thousand UAH. in the year, while the TNEU is preparing specialist with higher education for 18 thousand UAH. Clearly, that in vocational schools need to radically change the training system itself and direct its business. We need to recruit students based on their work, to sign with them the relevant agreements, to after graduation worked in the specialty. And then there will be such a shameful phenomenon when the same “Bordnetze” or “Carlova” we need people to work, and nobody to take... Army — Considered one of the greatest achievements of his team — returning to Ternopil 44th separate artillery brigade, who is very well proven during the fighting in the East of Ukraine. This military unit has already received the status of combat and took part in the parade on Khreshchatyk, which is the highest recognition. Now 70% of the personnel of the brigade in the ATO area give worthy repulse to the enemy and defending the territorial integrity of the state. In addition, we have raised approximately 9 million. on the development of military units in Terebovlya and produced design documentation for the restoration of the military unit in Sochi. The agricultural sector — I must say that the agricultural sector is about 70% of the entire economy of our region. Last year in the real sector of the regional economy and landowners have invested three billion hryvnia! This amount speaks for itself, farmers create most new jobs and develop the region's economy. Dynamics of development of the industry is very positive, and this year the acreage will be increased. About production, I note the progress in the sugar industry. When I became Chairman of RSA, it worked only one sugar factory in Charkov. In the past year have earned two more in Khorostkiv and Zbarazh. In plans — starting of the plant in Kozova. At the same time the alcohol industry is very problematic. After closing of the Russian market, we have significantly reduced opportunities to sell products, because a significant part of it went exactly to the aggressor country. Now we need to refocus, and this is a very difficult process, and I hope for specific help in this matter of concern “Ukrspirt”. Summing up, I would say that a lot has been done, but the time is still ahead of work — untilled field. Here swim in the pool in Kozova (smiles — ed.) and undertake with new forces!
