The state energy supervision has developed proposals for changing the periods of the maximum load power system of Ukraine
United energy system (UES)of Ukraine, a negative trend over a significant irregularity of the daily schedule of consumption of electric energy especially in autumn and winter. Configuration of the daily chart of electricity consumption in Ukraine is characterized by a peak load in evening peak hours of IPS of Ukraine, the failure load watch night zone day and almost uniform consumption of electricity during the morning peak hours and napitkov zone. The irregularity of the daily load curve of IPS of Ukraine is 4500 MW in summer and 6,500 MW in the winter. Market conditions, the regulation of the daily schedule of electric energy consumption is the most effective in the application of economic management methods, one of which is a system of rates differentiated on periods of time. The adjustment will allow to attract financial resources to reduce the use of shunting capacity thermal power plant during the passage of the evening peak, the UES of Ukraine. This is especially important in the conditions of insufficient provision of heat power plants with the coal of the anthracite group. The application of this method of control is determined by the demand for electric energy and is provided assuming the use of the potential of consumers to reduce power consumption. It is particularly important from the point of view of the regulation of the graph of consumption of electric energy is the determination of the start of the peak areas for maximum reduction of load of the consumer at the time of load increase utility of consumers. Pursuant to the resolution of NERC from 20.12.2001, No. 1241 (with modifications) SE "NPC "Ukrenergo" in coordination with NKREKP sets the boundaries of periods hours of the day (night, napitupulu and peak) for each season of the year for calculations of consumers for electric energy on tariffs, differentiated by time periods. The boundaries of the tariff zones for 2017 set by faxogram SE "NPC "Ukrenergo" from 08.12.2016 No. 03/03/13844. It should be noted that the primary use of differentiated time periods of rates have a bias, the negative impact of increased consumption of electric power, especially in the evening hours for a maximum power system of Ukraine. So, according to analysis conducted by Derzhenergonaglyad consumption of electric power in the IPS of Ukraine by hours on working days, December 2014-2016. it is established that the combined maximum load for the UES of Ukraine in December accounted for 17 h. At the same time, the evening period of peak areas for trisonic of the rates differentiated on periods of time, at 17 hours. That is, consumers, which are calculated according to these rates, in 17 hours only beginning to realize the energy management, namely: reduce the consumption of electrical power. Thus, loss of the ability to prevent the negative impact of these consumers on the chart of electricity consumption of UES of Ukraine, namely in the hour combined peak load in 17 hours. It should be noted, the decision NKREKP from 15.12.2016 No. 2239 approved periods of peak load power system of Ukraine for the wholesale electricity market of Ukraine in the working days of December 2017 for the evening watch is set from 16:00 to 20:00. Given the above,to harmonize the tariff periods in December to reduce the peak load of the UES of Ukraine, there is an urgent need transfer for trisonic of the rates differentiated on periods of time, the boundaries of the peak area of the evening period from 17 to 21 hours for the period from 16 to 20 hours, for the season from November to February.
