Chairman of the regional state administration Valery Cow on March 29, took part in the field expanded session of coordination Council on questions of local government under the Chairman of the regional Council, which took place in Mogilev-Podolsky. The meeting was devoted to discussion of topical issues of implementation of healthcare reform and brought together representatives of a DePuy corps of regional Council, chairmen of district state administrations and district councils, chief physicians of medical institutions of secondary level in the region. Having heard the speeches of the participants of the plenary session concerning the state of health care provision of different types and intensity in the districts, this issue was joined by the Chairman of the regional state administration Valery Cow. "We worked with the strategy and know what to do with regional agencies. Have a common understanding and vision of how we will move at the tertiary level. With the support of a DePuy corps of regional Council, we have this year in the budget focus not just on repairs, and the purchase of equipment, construction of intensive care units, surgical units. He expressed the belief that any reform is only effective when it people believe that this reform is implemented. Therefore stressed that from 1 April 2017 start of the state program "Affordable medicine" which essentially is the first real step towards the reformation of the health sector, and therefore it is very important that this phase was successful. "From April 1, the program will involve three categories of patients: with diabetes mellitus type II, cardiovascular disease and asthma. In Vinnytsia region is 970 thousand people from 1 million 580 thousand inhabitants. We have transferred to the districts and cities of regional significance funds in the amount of 20.5 million UAH, provided the contracts with the pharmacies. And it is extremely important that everything ran like clockwork," - said Valery Cow. The next stage of reform is expected on 1 July. It will involve changing the model of financing primary care and the abolition of the territorial principle of the rendering medical help, but patients will enter into the acquisition of the relevant agreements to receive services. And the third stage would involve the creation of hospital districts. "This is not a legal entity, not the primary physician or health care administrative body. In the district hospital medical community hospital will be established by Parliament, which will have to develop a district plan for the next 5 years and to determine the base hospitals that would specialize, for example, in surgery or maternity departments. The decision of hospital are pleased to give opportunity to apply to the Ministry of health of Ukraine in order to strengthen material-technical base of hospitals, which will be included in the district," - said the head of RSA.
