Chernigov: city Council approved the novation to the new draft Provision on the Budget for participation
During plenary meetings of the 19th session of the city Council 7 convocation, deputies of city Council voted for the amendments to the "Regulation on Public budget (Budget) in the city of Chernihiv" and "Program of implementation of the Public budget (Budget) in the city of Chernihiv for 2016-2020". All the innovations that were made to the draft new Provisions were accumulated relevant working group. These changes were designed to make residents served as many interesting, beautiful projects within Budget and participation is on the development of this social project in the city. We remind you that on 15 April in Chernihiv began accepting proposals (projects) Public budget (Budget) for the next budget year. Like last year, receiving project proposals from residents is carried out by the Department of citizens city Council (vul. Shevchenko, 9). The total amount planned for implementation of the Public budget in 2018 is 9.6 million. The public budget is implemented in our city for the third consecutive year and aims to attract Chernigov in the allocation of the city budget. In addition, its introduction allows to expand the dialogue between the authorities and society, to take into account the opinion of residents in terms of the formation of the city budget. The innovations of the new draft Regulations are: -Approved a new form-APPLICATION for submission of project - the term "capital expenditures" and "current expenses" is replaced by the corresponding concept of "major projects" and "small projects" with the aim to facilitate project budgeting proposals; - set limit for the volume size of funds: small projects – up to 300 thousand UAH (inclusive) for large projects – ranging in size from 300 thousand UAH to 1500 thousand UAH (inclusive); - established the distribution of funds from the total planned amount in the amount of 75% to 25% between large and small projects; - there is an opportunity for funds that have not been used in part of the major projects to be added to the amount of funds provided for the implementation of the proposals on small projects; - extended period for making any changes in the submitted projects and the term for authors who have decided to refuse participation in the program - from 7 to 14 days; - removed the ability to self-print the ballot with the city Council.
