About this said the Chairman of the Ternopil regional state administration Stepan Barna during a meeting with delegations of Donetsk, Luhansk, Lviv and Transcarpathian regions, who came to the region to learn from the experience to create OTG. As noted by Stepan Barna, in the creation of a United local community has not only advantages but also difficulties. In particular, this applies to leaders who are elected locally, but which are not always effective managers because they do not fully understand the process of managing local governments. Also there is the question of financial viability of the combined communities. "The financial community is capable of when she's going to have sufficient area, sufficient population. But communities in 2,5-3 thousand – is a weak community, which is difficult to take responsibility for the management of education, medicine. At the same time in such communities is not sufficient financial revenues, and therefore there are many issues that often need to be solved through the region. So, if we are talking about efficiency and results, which must people feel the need to go the way that is most rational," said Stepan Barna. At the same time, he noted, last year the United territorial community of Ternopil region received a subvention in the amount of almost UAH 150 million. The money was invested in roads, clinics, schools. This suggests that the quality of medical and educational services and infrastructure provide the prospect of development of Ternopil region. "In most communities, especially in the newly established, budgets have increased almost ten times. Therefore, in the region now we focus on the extended or connected to the settlements already formed communities that are more strong and financially sound. Because this will improve in these communities indicators of socio-economic development", – said the head of Ternopil RSA.
