The team of CP "Chernivtsivodokanal" sees no reason to accept the management of the enterprise is inefficient
Labor collective KP "Chernivtsivodokanal" held a meeting in which the participants appealed to the deputies of the city Council to approve a Comprehensive program for the development of the centralized water and wastewater the city of Chernivtsi in 2017 - 2022ðð., as well as the program of financial support of municipal enterprises of the city of Chernivtsi which provide the necessary level of financial support for utilities for the entire year. Workers of KP "Chernivtsivodokanal" I believe that the company lacks working capital for the high deterioration of networks, equipment and facilities who have gone through all the normative operation and the complicated scheme of supply and distribution of water, and not for poor management. They note that there are no decisions of the commissions and audits that would confirm that the utility is loss-making enterprise as a result of inefficient management. Therefore, I suggest the deputies to return to consideration of the program of financial support of the municipal enterprises and to adopt the name in the old version. To reduce excessive losses and energy consumption of the staff of the utility also asks members to approve a Comprehensive program for the development of the centralized water and wastewater the city of Chernivtsi in 2017 - 2022ðð. The tasks of said program are available to perform for credit resources attracted from the German state Bank, and at the expense of the city budget and own funds of the enterprise. Events this program aims to eliminate overtime costs, reducing energy consumption, updating the material-technical base, improving commercial operations and customer base, the formation of effective management of public relations and planning of asset management, the development of a new organizational structure and human resource development. The company team informed the deputies that in 2015-2016 was signed all the necessary credit and subcredit agreement with KFW and it is possible to start designing with the participation of institutional technical consultant. During this period, a number of additional measures to improve the financial situation of the enterprise, and it was carried out: – full repayment of loan liabilities to domestic banks; – repayment of debts to the budget; – a significant repayment of debts to suppliers of materials and reagents; – provided the ratio of vehicles at 87%; – significantly strengthened the material and technical base, created inventories, performed maintenance work; – established a control point for operational information on pressure in a network and optimization modes. However, prior to the completion of the project of modernization of water supply system of Chernivtsi, the event which is designed for 4 years of CP "Chernivtsivodokanal" will require stable financial support from the community.
