At a joint meeting in the Prosecutor's office of area law enforcement leaders discussed ways of cooperation to ensure the execution of punishments not connected with deprivation of freedom
Under the chairmanship of the first Deputy Prosecutor of the Rivne oblast Igor Olshanskogo 04.05.2017 held a joint meeting of law enforcement agencies, which discussed the interaction of territorial bodies on the issues of probation and the National police during the implementation of preventive activities and monitoring the behavior of persons sentenced to punishments not connected with imprisonment, including the problems arising during the execution of the judgment. Together with the employees of the Prosecutor's office, which oversees compliance with laws in penal institutions in the meeting took part Deputy head of the West inter-regional Department for execution of punishment and probation, Ministry of justice Vladimir Puchko, Deputy head of the Department of probation West inter-regional Department for execution of punishments and probation of Ministry of justice Yury Pawlecki, Deputy chief of police GUNP in the Rivne region Valery Samchuk, the Deputy chief of Management of preventive activities GUNP in Rivne region Roman Steba, head of the Department precinct police officers Control preventive activities GUNP in the Rivne region Oleksandr Bortnik, senior inspector for special assignments of the Department Oleg Shandruk. As noted at the meeting in his speech, Chairman – first Deputy head of the regional Prosecutor Igor Olshanetsky, implementation and the real implementation of European standards of treatment of prisoners is a constant factor of a civilized society. And all law enforcement agencies need to make every effort to improve the efficiency of work in this area, the result of which should be correction of convicts serving punishments not connected with imprisonment. During the event the chief of Department of supervision of observance of laws at execution of court decisions in criminal trials, as well as the application of other coercive measures related to restriction of personal freedom of citizens of the Prosecutor of the region Anna-Maria Zivak informed the participants about the most common violations and deficiencies in the organization of work of bodies of police and probation identified during inspections of their activities in early 2017. Among them – failure to observe the fully established procedure and grounds for the deregistration of convicted persons, the weakening of the preventive and prophylactic activities with them, including who is exempted from punishment serving with a trial, failure to take proactive measures or criminal law to prisoners who traveled outside of Ukraine. For specified violations of the penal law Prosecutor's office responded by making this year's 15 directions to the authorities, probation and the police. In turn, attended the meeting, Deputy head of the West inter-regional Department for execution of punishment and probation, Ministry of justice Vladimir Puchko said that since the reform of the prison service, their authority immediately reacted and continues to react to revealed violations to territorial bodies on subjects of a probation area. From the beginning of creation 1 January 2017 probation authorities liaise with police continues. According to the results of the meeting determined by joint action to overcome the discussed problems with the purpose of increase of efficiency of cooperation between law enforcement agencies in this area, as well as improve the state of the law at enforcement of criminal punishments not related to imprisonment, and strengthening of departmental control.
