In Ternopil regional state administration held a training topic "performance budgeting in the context of decentralization"
In the framework of the organizational and explanatory work on issues of decentralization reform in Ukraine and the progressive budgeting techniques 18 may 2017 in the premises of the regional state administration by the Ministry of Finance of Ukraine jointly with the Institute for budgetary and socio-economic research conducted a training on "performance budgeting in the context of decentralization". During the training representatives of financial departments of regional state administrations, Executive committees of cities of regional importance and budget of the United territorial communities of the region are familiar with the theoretical aspects of the implementation of changes of the budgetary legislation and the practical application of program-target method in the budget process. In conducting the training was attended by Galina Markovich, coordinator of the direction "local budgets" Project management office sectoral decentralization, which introduced the directions of sectoral decentralization, implemented in the framework of the reform of decentralization of power. She highlighted the major tasks that are planned to be implemented in individual sectors (education, culture, health), including in 2017. The Director of the Department of methodology and training programmes of the Institute for budgetary and socio-economic studies Tamara Shapoval in his report outlined the legal framework of program budgeting in the context of decentralization. The speaker revealed the essence of the budget program as the basis of program budgeting and paid attention to the issues of formation of effective indicators of the budget programs. Practical aspects of the formation of budget requests and decisions on local budget is a program-oriented format highlighted Yaroslav Picnic senior consultant for economic Affairs, Department of methodology and training programmes of the Institute for budgetary and socio-economic research.
