Zhytomyr: Director Penske factory needs urgently to reconstruct treatment facilities. PROTOCOL DECISION of heads of two regions
Director of "Penske cardboard-paper factory-Ukraine" has to immediately implement the reconstruction (construction) of treatment facilities of factory and Chairman of the Polonsky city Council to take measures for the completion of the reconstruction of city treatment facilities. This is stated in the Protocol of the joint meeting of Zhytomyr and Khmelnytskyi regional commissions on emergency situations, which was signed by the chairmen of regional state administrations of these areas. In particular, the Director of "Penske cardboard-paper factory-Ukraine" has to urgently ensure the implementation of the reconstruction (construction) of treatment facilities of the factory and compliance with the Rules of operation and the established modes of operation of hydraulic structures to prevent uncontrolled and unregulated discharge of water from spillway hydraulic structures. Also the plant Director on an ongoing basis, to ensure compliance with quality parameters of surface waters in the river of Homor in the monitoring section below 500 m compared with the indicators of surface water quality in the monitoring section above 100 m. Until the end of 2017, the Chairman of the Polonsky city Council should ensure the development of project-estimate documentation and to take measures for the completion of the reconstruction of urban sewage treatment plants, including the construction (reconstruction) of secondary settling tanks, transformer substations and Bostanci. After ensuring proper wastewater treatment, OOO "Penske cardboard-paper factory-Ukraine" during the quarter, Chairman of the Polonsky of the United territorial community, and Baranovskaya district administration should ensure the development of project-estimate documentation for clearing RUSEL the rivers of Homura, events on the stocking and planting higher aquatic plants in the waters of the river to balance its ecological status and improving assimilative ability within the territory of the Polonsky district, Khmelnitsky region and Baranowski district, Zhytomyr region. Besides, for clearing of the riverbed of Homura on the territory of the village of Poninka to the end of the year, the Chairman Penske the village Council should also ensure that the production proyektno-budget documentation. In order to monitor the work of enterprises that discharge wastewater into the river Homora and Sluch, to July 1, must be created a public Council with participation of members of the public Polonsky and Baranowski areas.
