Vyacheslav Nehoda: "the Number of communities must evolve into"
- we are less interested in the number of communities and more on their quality, – said, speaking at a forum on "Decentralization is the basis of formation of new system of governance and local development", first Deputy Minister of regional development Vyacheslav Negoda. – Formation of capable communities is uneven, and it largely depends on the position of the administration and activity offices reforms. In Ukraine a huge number of small communities, and the leader here are the Dnipropetrovsk and Ternopil region. The Deputy Minister noted that the voluntary nature of the choice means responsibility. - Before you join, it is necessary to calculate whether the new community is able, said Vyacheslav Negoda. – It is necessary to consider the rating of the ability of the United territorial community, recently developed by the Ministry. Financial monitoring and ranking of the four main indicators show strengths and weaknesses of the United communities. This rating not only shows the results of the work of the communities but also shows how to improve the situation. The method of calculation of the capacity of the communities can also be a tool in order to properly plan for the Association. According to Vyacheslav Negoda, over the past two and a half years of the Ternopil oblast has remained the leader in decentralization of power – several parameters, but the capacity of communities closes (along with Region) the rating of Ministry of regional development. To help the region to stabilize the situation, the Ministry of regional development has analyzed the system of power in the Ternopil region. These data, according to Vyacheslav Negoda, can become a catalyst for change. Also Vyacheslav Nehoda presented a roadmap for reform of decentralization of power, calculated to 2021. - The next local elections should be in October 2020, and by that time we should take all the documents that the elections were held at a new base, he said. – Or – freeze the existing system for another 5 years.
