Scientists of Ukraine and NATO jointly are looking at how to counter cyber threats,to detect mines and to rescue the wounded
Countering cyber threats, humanitarian mine clearance and the development of telemedicine is the priority directions of joint research projects between Ukraine and NATO. This was stated by the Deputy Minister of education and science of Ukraine Maxim Strikha before the 15th meeting of the Joint working group Ukraine-NATO cooperation for science and the environment. According to him, within the framework of the NATO program "Science for peace and security" (SPS) is now Ukraine performs 39 multi-year projects. Their total cost for Ukrainian participants is more than 10 million euros. "This significant support for the Ukrainian science and no less a contribution to a common cause – to make the world safer. We are surrounded by many threats and outright aggression in the East of Ukraine, and unfortunate lesson with a cyber attack... Therefore it is very important that in the framework of research projects we are looking for answers to pressing questions – how to rescue the wounded Ukrainian fighters to counter cyber threats, to detect mines and to that similar", – said Maxim Strikha. A joint working group was co-chaired by the Deputy Secretary-General of NATO's emerging security challenges Sorin Ducaru. He reminded that in 2014 Ukraine is the largest beneficiary of the program, SPS – in both qualitative and quantitative indicators. Three years ago, the amount of funds allocated to Ukraine under the program was doubled. "Among the key reasons why Ukraine became one of the main beneficiaries - the quality of the scientific elite of Ukraine, the high level of training of specialists involved in the development. But, of course, impossible to exclude the political and strategic value that is recognized by NATO countries. Over the last 3 years we started 45 multi-year programs, 4 specialized training and 8 advanced workshops. 280 young Ukrainian scientists participated in projects on exchange of experience, 120 of these scientists have received our scholarships to begin their own research," – said Sorin Ducaru. He stressed that all joint projects are not divorced from real life, and have a quick practical result, which is useful for the population of Ukraine. For example, new developments in humanitarian demining will help faster and safer to clear the area in the conflict zone of mines and explosive devices. Over one of these projects now work for Ukrainian and Norwegian scientists – they develop 3D detector, which has no analogues in the world. The device will allow to detect underground devices that are made not only of iron but also of plastics, print their image on the screen and compare with the available database objects. Reference: Cooperation between Ukraine and NATO in the scientific area began in 1991. For all the time it was attended by nearly 1 thousand Ukrainian scientists. Since 2004, the NATO Science programme was replaced by the program "Science for peace and security" (SPS). The program brings together researchers and experts from Ukraine and NATO countries that solve security issues through scientific cooperation. In addition to the use of scientific research in the sphere of fight against terrorism and new threats, the priorities are the development of information technology, in biology of cells and biotechnology, new materials, environmental protection and rational use of natural resources. The Ministry of education and science of Ukraine is the principal executor of several major activities of the sub-item "Science" of the annual national programme of cooperation NATO – Ukraine. The key mechanism of coordination of cooperation between Ukraine and NATO in the sphere of science is a Joint working group (JWG) Ukraine-NATO cooperation for science and environment, which was formed in 2000, Meeting of the AWG are held every year, alternately in Brussels and Kiev, respectively. Chairman of the Ukrainian part of the JWG is the Deputy Minister of education and science of Ukraine Maxim Strikha. Within the limits of the Ministry of education and science partly co-finances joint research projects carried out in the Program. So, in 2015 the Ministry of education has provided funding for a total amount of about UAH 3 million for 15 projects, 8 of which are research institutions of the NAS of Ukraine.
