Stepan Barna: This year the region will again be a large-scale construction site (interview)
One of the Central themes, especially given its social significance in the past of 2016 was the topic of investment programs and regional development projects that can be implemented in the region in 2017. This year we again have the financial support of the State Fund for regional development, and therefore the area receives significant financial assistance in the amount of UAH 115 mln. for projects in the fields of education, medicine, sports and other important industries. In particular, for this reason we speak with the Chairman of the Ternopil regional state administration Stepan Bar. On July 12 of this year the Cabinet of Ministers of Ukraine adopted a decree, which approved the list of investment programs and regional development projects (including the region), and the specific amount of funds that the state allocates to each project in particular. How many projects in the region this year will receive funding and has selected the priority sectors and areas? Our region will receive financial support in the amount of 115?million. 198 thousand UAH for construction, reconstruction, completion, energy saving 60. They include schools, preschools, hospitals, centers of primary health care, social services for the elderly, orphaned children, sports facilities, cultural institutions, housing and environmental facilities. Among Your initiatives on development of infrastructure of social services, in particular, on the provision of services to lone elderly people, and those who are in need of care in connection with the temporary absence of relatives, disabled children, orphans – especially interesting was the idea of creating a geriatric boarding houses, social rehabilitation centers, which would be held under a mixed system of financing by the state, regional and district budgets, as well as for funds from the communities, private owners, patrons... did any of this implemented? This idea we have documented in the form of orders of the head of the Department of social protection of population regional state administration, which ordered this service constantly study the experience of creation and functioning of these social institutions in Ukraine and abroad, particularly in Poland, France, to make specific proposals, taking into account the real need for such institutions, as well as the mentality of our families. Consider this question in several planes: as a form of expanding and improving the provision of services for this category of citizens; as a way of creating new jobs; the use of existing social spaces, redundant; and as one of the real ways for more investments in social sector. For example, the children temporarily single elderly, who are working abroad are ready to pay even more money for comfortable living conditions and their parents. Ready to do this and benefactors, sponsors, and the newly amalgamated community, Church groups and other voluntary non-governmental organizations... the Current legislation does not prohibit it. Mel'nytsya – Podil's'kyi, Podvolochisk and Terebovlia of the local community on their own initiative began the successors and owners of territorial centres, which are already operated on these, and now their territories. Considering this possibility and other communities. I am sure that this process goes on all the territories, because there are good prerequisites for that: financial self-sufficiency of the United communities, potential sponsors in the face of local farmers, entrepreneurs, have a decent room, which are released as a result of optimization of structures of socio-cultural sphere, trained cadres of health workers, educators.
