Chernivtsi: the procedure for providing technical means of rehabilitation of persons with disabilities
the Procedure of providing technical means of rehabilitation based on functional capabilities of the person with a disability, a child with a disability, affected by the anti-terrorist operation is approved by the Ministry in coordination with the Ministry of health. Entered into force order of the Ministry of social policy of Ukraine from 11.04.2017 ¹ 602 "On approval of the Procedure for appointment of technical means of rehabilitation according to the functional capabilities of people with disabilities, a child with a disability, affected by the anti-terrorist operation". As reported in the Department of labor and social protection of the population, according to the order determined that the provision of technical means of rehabilitation applicants is based on the recommendations specified in an individual rehabilitation programme or the conclusion of medical Advisory Commission. Technical means of rehabilitation, functions, and equipment should correspond to the functional capabilities of people with disabilities. This Order determines that the appointment of chairs of the wheel is performed by a doctor or nurse of the enterprise for the results of the functional capacity of the applicant by questionnaire in the prescribed Ministry of social policy of Ukraine the form. When assessing the functional capabilities of people with disabilities to ensure the wheel chair is considered the primary and secondary support. In the case of a user of one of the chair wheel or a choice of two wheel chairs appointment is the result of the analysis of the compatibility features and technical specifications of such funds. Responsibility for the selection and appointment of technical means of rehabilitation to a person with disabilities rests with the doctor or nurse of the enterprise. Medical indications to ensure that persons with disabilities and children with disabilities who reached the age of six ( to ensure wheel chairs with electric drive for the movement in the room); children with disabilities from age 14 ( to provide wheel chairs for transportation outside the premises ) determine the medico-social expert Commission with drawing up a medical report. That is, the medical report should specify one of the types electrocute: chair electric wheel or a motorized scooter. If a person with a disability, parents of a child with a disability, affected by the anti-terrorist operations, willing to wheel chair that doesn't relate to their functionality, this chair is issued for the maximum period specified by law. Persons with disabilities, children with disabilities and other persons which in terms of functionality have no reason to receive prostheses that are provided for persons defined above, the degree of functionality can obtain this product provided that the increase in the operating period of 18 months, and in the case of multiple ( two or more ) lesions of the upper and/or lower limbs – one year.
