In the Ternopil region the monetization of the benefits of travel - the mayors will decide whether to give money or leave it as is
To the hotline of the Cabinet of Ministers of Ukraine "15-45" received repeated complaints that the beneficiaries of Chernobyl, participants of military operations, children from large families, war veterans, persons with disabilities, and the like - are denied free travel on public transport. On the other hand frequent were complaints of carriers that have announced their financial losses, because for something to repair vehicles and maintain them in good condition. The government has recently adopted a balanced decision approving the Procedure of monetizing the benefits of travel and encouraging local governments to change the philosophy in relation to beneficiaries and providers. People need to get the money in hand and to pay for their own travel and public transport in urban, suburban and intercity routes. For two months, until 1 June 2018 – the regional state administration must approve the sizes of monthly payments to beneficiaries. And local authorities – city and district councils must decide whether to give money to people for travel up or leave it as it is now. Each region should determine the average cost of a trip in this area and, on the basis of equal number of trips, adopt a minimum guaranteed amount of payment according to the following formula: the average fare of local transport*the social norm of travel. People will have the opportunity to use the funds at its discretion: can someone spend on a few dozen trips to the tram, and someone will be more profitable three times to take a taxi. The Government decree defined social minimum, which must be monetized – that's 30 trips per month for different types of transport. However, the local authority has the right, given the specifics of a particular locality, to increase the number of trips, respectively, to provide the exempt funds. According to preliminary calculations the Ministry of social policy, the average per person per month travel is necessary 150-200 hryvnia. In order not to create unnecessary hurdles for people asked to synchronize the data of the Pension Fund and bodies of social protection of the population: means beneficiaries can enroll in their accounts where they receive their social payments – pensions, benefits and the like. Local budgets, thanks to government decentralizing reform, and has doubled – from 146.6 billion UAH. in 2016. to 231 billion. in 2018. So the argument about lack of funds for monetization of the benefits of travel the Government will not be perceived.
