In Khmelnytsky region has adopted the amendments to the regional budget for 2016

As noted in a report by the Director of the Department of Finance of the regional state administration Sergey Penaskovic, amendments to the regional budget due to the need to bring it into compliance with the adopted by the Verkhovna Rada of Ukraine on 25 December 2015 of the law of Ukraine "On State budget of Ukraine for 2016" and compliance with the requirements of part 2 of article 77 of the Budget code of Ukraine. They, in particular, provides for the enforcement by local councils of the volumes of interbudget transfers in accordance with the law on State budget of Ukraine within two weeks from the day of official publication of this law. According to Sergei Penaskovic, the resolution "On amendments to the regional budget for 2016" formed strictly in conformity with the requirements of the Budget and Tax codes of Ukraine. This allows you to increase the incomes of the regional budget of 81 million 011,1 thousand hryvnias. Consequently, the increased volume of transfers to 837 million 804 thousand UAH, at the expense of subventions from the state budget on the state program of social protection of the population – 390,9 million 809 thousand UAH, medical subventions from the state budget – 28 million 043,2 thousand UAH of subventions from the state budget for the purchase of medicines and medical devices to provide emergency care 369,9 thousand hryvnias. The reduced amount of transfers from the state budget to the regional budget for 066,3 million 238 thousand UAH, at the expense of basic subsidies – 818,6 30 thousand UAH; educational subventions from the state budget – 507,3 thousand UAH of subventions from the state budget for the purchase of supplies for the health institutions and medicines for inhalation anesthesia – 0.6 thousand USD, withdrawal of subventions from the state budget for personnel training – 739,8 million 206 thousand hryvnias. Consequently, total transfers from the state budget to regional budget increased by 599 million 737,7 thousand hryvnias. However, the increased volume of regional budget revenue, excluding intergovernmental transfers, for 2016 to $ 81 million 011,1 thousand UAH – for the General Fund is $ 79 million 520,6 thousand UAH, special Fund – 1 million 490,5 thousand hryvnias. After a lengthy discussion over the changes of the main financial document of the region voted "for" 54 deputies out of the 71 registered in the session hall. The Chairman of the regional Council Mikhail Zagorodny noted that though the clarification of the regional budget for 2016 is adopted in accordance with the requirements of the Budget code, approved by members of the decision in the first place, you'll be able to operate all facilities in the region. According to the decision "On amendments to the regional budget for 2016" Department of social protection of population of regional state administration increased on the payment of financial assistance to citizens who require costly treatment in the sum of 1 500,0 thousand USD., three times more assignments approved for 2016, on a one-time financial assistance to low-income citizens in the solution of everyday problems – 1 000,0 thousand UAH. which twice approved the nomination for 2016, a one-time financial assistance to the ATO participants, their families and the families of the deceased persons in the framework of the implementation of the regional program of social support for persons, who take (took) part in the anti-terrorist operation and members of their families who are registered in the Khmelnitsky region in the sum 2 000,0 thousandUSD, which is four times the approved nomination in 2016, providing social organizations for financial support - 300,0 thousand UAH, special Fund for the implementation of the regional program "creation of a modern model of regional development management of the labour market in Khmelnitsky region for 2015-2016", namely, strengthening the material-technical base of objects of management of the labor market (improvement of conditions of work of workers of bodies of labour and social protection of population of the region) – 1 500.0 thousand UAH. The Directorate of youth and sport of the regional state administration "training camps and competitions" increased destination for sporting events in total to 244.7 thousand hryvnias. The Department of Finance of the regional state administration 390,9 increased by 809 thousand hryvnias. Of them, at the expense of subventions from the State budget of Ukraine on the state program of social protection of the population for the payment of state social assistance to families with children, needy families, disabled since childhood, disabled children, temporary state assistance to children and help to care for the disabled of group i or II due to mental disorder provided in the amount of 598 thousand 1 825,3UAH 91 599,7 thousand UAH or 6.1% over the indicators approved by the regional Council in 2016. Increased the amount of subventions will provide the needs of the region in the expenses on payment of state social assistance to families with children, needy families, disabled since childhood, disabled children and temporary state aid to children in 2016, to 113.7 percent. Distributed subventions between budgets of districts and cities of regional value for the provision of benefits and subsidies to population for payment of electricity, natural gas, services of heat and water supply and sanitation, rent, removal of household garbage and liquid sewage is provided in the amount of 353,4 1 574 thousand UAH 707 672,1 thousand UAH or by 81.7 % over the indicators approved by the regional Council in 2016. For the payment of the state social help on children-orphans and children deprived of parental care, cash security to parents-caregivers and adoptive parents for providing social services in orphanages of family type and foster seven?families on the principle "money follows the child" provided in the amount of 18 590,7 thousand UAH, which is 4 268,8 thousand UAH or by 29.8% over the indicators approved by the regional Council in 2016. Increased the amount of subventions will provide in 2016, the need in expenditures for the payment of the state social help on children-orphans and children deprived of parental care, cash security to parents-caregivers and adoptive parents for providing social services in orphanages of family type and foster seven?families on the principle "money follows the child". According to the financial departments of city Executive committees and directorates of district state administrations of Finance in 2016, the field will operate 22 children's homes of family type, which will be raised 155 of the child and 120 foster families, in which education 211 children. Also distributed subventions between budgets of districts and cities of regional importance - the provision of benefits and housing subsidies to the population for purchasing solid and liquid household furnace fuel and liquefied gas provided in the amount of 45 897,5 thousand UAH, 5 thousand UAH 850,3. or 14.6% more for indicators approved by the regional Council in 2016. Medical subventions to the regional budget in the state budget provided in the amount of 623 485,5 thousand UAH, which is 28 043,2 thousand UAH more than in the base approved in the regional budget. However, in approving the regional budget by the previous decision of regional Council on the industry "health care" accounted for 30 473,3 thousand UAH at the expense of basic grants, the amount which, in accordance with the Law of Ukraine "On State budget of Ukraine" by the same amount reduced. Therefore, the decision of the session will be corresponding amendments to the regional budget and adjusted volumes of basic subsidies, medical subsidies and other subventions to health from the state budget. For the purpose of matching the volume of the target costs, which are included in the formula distribution of health subsidies, increased costs to target costs for the treatment of patients with chronic renal failure using hemodialysis for 17 to ˆ 132.2 million USD, bringing it to the approved state budget in the amount of 39 thousand UAH USD 172.6, target the cost of treatment of patients with diabetes and diabetes insipidus 3 640,3 thousand UAH, bringing it to approved in the state budget amounts 24 972,1 thousand hryvnias. In addition, the trust expenses for payment of monthly state aid of HIV-infected children was reduced by 24.2 thousand UAH, because in the base budget, their volume was larger than approved in the state budget for 2016. The full costs of the implementation of medical programs will be provided at the expense of free residues, medical subsidies, the distribution of which will be implemented during the first quarter of 2016. In the decision of changes to the regional budget managed to maintain the level of expenditure on food and medicines in those sizes, which were approved in the base budget. Also, taking into account the proposals of deputies of the regional Council, which were announced at the session of the regional Council in making the regional budget for 2016 anticipated the need for additional funds from the regional budget in the amount of 8 450,0 thousand UAH, including: 3 600,0 thousand UAH for the provision of medical care to patients who are on peritoneal dialysis during January-February (prior to the revised budget allocation of free balances), 2 000,0 thousand UAH on acquisition of medicines to ensure the operation of one bed-day offices (chambers) of anesthesia and intensive care. The adopted decision has not provided a subvention from the state budget regional budget for personnel training from the state budget to local budgets. Article 27 of the Law of Ukraine "On State budget for 2016" determined that in 2016 the costs for personnel training in vocational educational institutions of state form of property located in the cities of regional value planned in the respective budgets of cities of regional value, on the other – in the relevant regional budgets. 28 vocational educational institutions functioning on the territory of the region, 12 are transferred to the funding from the respective municipal budgets.
