This became possible thanks to changes in how fees are charged for the services of centralized heating for the population developed by the Ministry of regional development, construction and housing and communal services. According to the developed by experts of the Ministry of the methodology, from now on, the main factors that determine the amount of monthly service charges for Central heating are: - the actual outside air temperature in month (the warmer the month, the less the service fee for the current month, and Vice versa). - duration of the heating season and average annual flow of thermal energy during the heating season, which are incorporated in the established by the authorized body the tariffs for district heating for the concrete contractor, providing services in the relevant locality; - the actual number of days of service per month; - the number of calendar days in the calculated month. "We create the conditions in which the utility must operate the same way as do their European counterparts, despite the weather forecast and not burning precious energy in the air. "Despite the fact that the settlement period is a calendar month, the Ministry of regional development has drawn the attention of regional and Kyiv city state administration, payment for services on centralized heating for December 2015 should be allocated to consumers according to the new methodology," he added. Reference The order of granting of utilities, the accounting and payment of these services, and the rights and obligations of the parties shall be determined in accordance with the Rules of provision of services on centralized heating, supply of hot and cold water and drainage system and the model contract on provision of services from the centralized heating, supply of hot and cold water and drainage system, approved by the decree of the Cabinet of Ministers of Ukraine dated July 21, 2005 No. 630. To improve the procedure for calculation (determination) of fees for district heating in case of absence in the apartment (the house of farmstead type) and on the input in apartment house means of the accounting of thermal energy, the Cabinet of Ministers of Ukraine adopted the resolution from 30.10.2015 No. 1037"On the introduction of recalculation of service cost Central heating depending on the outdoor air temperature",which amends the resolution of the Cabinet of Ministers of Ukraine dated July 21, 2005 No. 630. The said Government resolution came into force g 19.12.2015. For charging at TSO enterprises will be used only the official data of Ukrainian hydrometeorological center (or other organization eligible for representation meteorological data) to the actual outdoor temperature in each day of the billing period, during which in fact had been service in centralised heating. In the case of improper provision of services on centralized heating and the lack of provision of appropriate quality of this service, the performers will be the recalculation of fees for the Central heating according to the Procedure approved by the Cabinet of Ministers of Ukraine from February 17, 2010 No. 151.Such recalculation will be made after accrual according to the algorithm defined by Rules approved by the decree of the Cabinet of Ministers of Ukraine of 21.07.2005 ¹630. Given that service charges for Central heating will be different every month, contractor for Central heating according to the results of the heating period to submit information on recalculations of the amount of the service fee for Central heating structural subdivisions on the questions of social protection of the population district, district in Kyiv and Sevastopol state administrations, Executive bodies city, district in the cities (in case of their creation) councils for implementation of recalculation of the size of the appointed subsidy.
