Chernihiv: the Cleaning of city streets from snow and ice on personal control of the mayor
To ensure proper cleaning of city streets from snow and ice in winter and prevention of emergency situations of natural character Chernihiv city Chairman Vladislav Atroshenko signed a decree "On ensuring the cleaning of city streets from snow and ice." In the text of the document says that "in case of detection from January 14 facts of violation of rules of improvement of territories of settlements in terms of service from snow and ice site is to pass on accessory materials necessary for attraction of guilty persons to administrative responsibility in the case of violation of rules of improvement of territories of settlements (article 152 of the code of Ukraine on administrative offences)". Legal persons, natural persons-entrepreneurs, physical persons – owners of private houses, non-residential buildings and facilities must ensure that daily in the quickest possible time (start no earlier than 17.00 and finish no later than 20.00) cleaning of snow and ice: - territories in borders of the allocated land plot by right of ownership, lease, use; - the territories that belong to the decision of the Executive Committee of the city Council; - adjacent territory, which borders with the territory of a business entity or a private household at a distance of 15 m (along the perimeter) from fences, buildings or bounded by the edge of the carriageway of the street or road. The holders of multifamily residential funds must provide daily regular cleaning adjacent territories from snow and ice. All responsible persons are required regularly to perform activities on clearing of roofs of buildings from snow and ice in the daytime with the rules designate areas within which work is underway on cleaning. Regular removal of snow and ice will implement the municipal enterprise "ATP-2528" of Chernihiv city Council. In addition, the Department of housing and communal services of the city Council, KP "Land for monitoring the improvement of the city" and municipal enterprise "ATP-2528" charged in the period up to 13 January to collect information about legal entities, physical persons-entrepreneurs, physical persons – owners of private houses, non-residential buildings and structures, as well as holders of multi-apartment houses, which violate rules of improvement of territories of settlements in terms of cleaning the territory from snow and ice.
