At session of city Council deputies have accepted the budget of the city of Lutsk for 2016
At plenary session of session of city Council the head of the Department of Finance and budget Lily Love informed the deputies about the features of the document and key performance indicators. It is reported that in 2015 the city budget received 1 billion 309 million USD. This year the revenues of the city budget will be 1 billion 379 million, including revenues of the General Fund budget of the city 788,8 1 324 thousand UAH, special Fund revenues of the city budget 239,914 54 thousand UAH. The speaker noted that the main source of filling of a profitable part of the General Fund budget of the city remains the tax to incomes of physical persons (NDFL). The increase in income tax on the income of natural persons would contribute to the further growth of average monthly wages in connection with growth of minimum wage and legalization of payroll. The projected rate revenues by 2016 the excise tax to the budget of the city of Lutsk is defined according to the LIGHTS of the SE DFS in the Volyn region on the basis of monthly income of this tax in 2015 and with the changes to the Tax code of Ukraine and is 76600,0 thousand UAH. The projected amount of local taxes and fees, which will come in the budget of the city in 2016 is 142 480, 0 thousand UAH, or 24.4% of the General Fund. Projected income to the trust Fund of the city budget in 2016 is provided in the total amount 286,0 thousand.UAH. Education and medical subventions to the city budget provided in the volumes 264,1 200 thousand UAH. and 139 379,2 thousand UAH respectively. However, according to Lily Love, this is not enough and subventions from the city budget for education and medicine will be allocated 70 million USD. She told me that after making changes to the existing legislation, the financing of the city budget passed five vocational schools on the content that was provided in the city budget of 42 million USD. Previously they were funded through educational grants through the regional budget. City budgets have been preferential transportation of citizens and the nutrition of children in schools and preschool educational institutions. In January the changes regarding the nutrition of children will not, and in February, March, April, may provided in the city budget for UAH 3.50 per day per child. In the future will be to eat only orphans and similar preferential categories. It will need to allocate from city budget of 16 million USD. In Lutsk the public sector are fully funded for energy, salaries, allowances, all required health care contributions for all categories of workers of budgetary sphere: health care, General education and preschool educational establishments, cultural institutions, social protection. According to the reporter, the city will be paid material assistance to Junior medical staff in medical institutions and technical personnel in schools.
