Zhytomyr: the future of the vocational schools region
19 January, the Chairman of regional state administration Sergey Mashkovsky held a meeting where discussed the issues of funding vocational-technical schools area. The meeting was attended by first Deputy Chairman of regional state administration Gennadiy Dmytrenko, Deputy head of oblast state administration Yaroslav Laguta, Deputy Chairman of the regional Council Natalia Rybak, Deputy of Zhytomyr city mayor Matthew Khrenov, head of the main administration of State Treasury service of Ukraine in Zhytomyr oblast Peter Black, Director of the vocational and technical field. "We must find ways of financing educational institutions from local budgets. Our main task is to maintain and modernize the network of vocational and technical field and to provide students the opportunity to receive a quality education", said Serhiy Mashkovsky. The Director of the Department of Finance of the regional state administration Anna Yemchenko reported that, according to article 27 of the law of Ukraine "On State budget of Ukraine for 2016" from 1 January 2016 the Cabinet of Ministers of Ukraine must be conveyed in the prescribed manner the costs of personnel training in vocational and other educational institutions on funding from local budgets. This article also established that the costs for personnel training in vocational schools, located in the cities of regional value, provided this year in the budgets of cities of regional significance, and other territories in the relevant regional budgets. So with 27 vocational and technical area 16 to be funded from the budgets of cities of regional importance (10 of which are from the budget of Zhitomir, 3 – m. Berdichev and 1 from the budgets of m. Novograd-Volynskiy, Korosten M., M. Malina,), 11 – at the expense of the regional budget. However, Zhytomyr regional Council, Berdichev, Novograd-Volynsk and Malinsky city councils expenditure on personnel training in vocational schools this year are not fixed, because the session has not yet taken place. Session of Korosten city Council expenditure in vocational school ¹16 in city of Korosten in 2016 is non-existent. Zhytomyr city Council offers payment of services for the training of skilled workers under the public order in technical and vocational institutions, which are located on the territory of Zhitomir, on a contractual basis.
