On face developed a road map of reforming state and communal print media

the first meeting of the working group on the preparation and organization of reforming state and communal print media, which includes representatives of the state Committee, the presidential Administration of Ukraine, the national secretaries, Board members of the recently established all-Ukrainian public organization "Association of the local press". Members of the working group finalized a road map to reforming state and communal media, which is called "15 steps to freedom". Road map is actually a calendar plan of reforming the media, which is prepared for the participants in the first pilot stage of privatization. Common to all editions are the only points of the first meetings of labor collectives and the necessity to conduct sessions of the respective councils, the direction of petitions to the state Committee for inclusion in the consolidated list of the objects of reform. The timing of some of the items for each edition will be different, because the holding of meetings of labour collectives of editions given term until 31 March 2016. Therefore, the dates charges will be different, as the dates of sessions of the district councils, which should be held within one month from the date of receipt of offers of labour collectives. A common "Plotnik" will be the resolution of the Cabinet of Ministers of Ukraine, which approved the list of participants of the first stage of reforming the media. It will happen after all the decisions of sessions of regional, city councils on the reform of the versions. Next will begin the reorganization of each edition – "Plotnik" (the second meetings of labor collectives with the transformation of editorial offices in other business entities, the state registration of enterprises transformed, re-editions and the like). The roadmap provides for the following 15 steps: - holding of meetings on the definition and stages of reforming of the labour collectives of all editions of municipal and state print media who wish to participate in the reform. (article 4, part 2 of the Act); - the decision of founders/co-founders of reform (article 4, part 3 of the Act); - publication of the decision of the co-founders of reform(article 4, part 5 of the Act); - carrying out inventory of property revision as of 01.01.2016 (article 6, part 2 of the Act, article 9); - the direction of motion of the state Committee (copy – NUJU) and the list of assets for inclusion on the consolidated list of objects of the reform (article 2, part 2 and 3, article 6 of the Law); - the direction of the co-founders of the requirement of debts of the media (article 3, part 3 of the Act); - resolution of the Cabinet of Ministers of Ukraine on the consolidated list of participants of the first stage of reforming (article 2 and article 6 of the Law); - approval of the consolidated list of objects to be restructured (article 6 of the Law); - the meeting of the working group on the transformation of editorial to the business entity (article 8 of the Law); - conducting of the reorganization procedure for revision (article 8 of the Law); - state registration of the converted enterprise; - the conclusion of a Treaty on the withdrawal of the co-founders of printed mass media (article 7); state re-registration of Newspapers(article 14, part 4 of the Act); - re-conclusion (conclusion) economic transactions, including: report on the activities of authorities; renting premises; with the regional directorates of "Ukrpochta"; printers, etc; - synthesis of the results of the first stage of reform and make proposals (article 2, part 4 of the Act). On the website of the state Committee in the section "the reform of the print media", as well as NUJU will be provided comments and clarifications with respect to all steps of reform, will be published samples of documents.
