In the region by a joint territorial communities in the development of infrastructure projects of water and wastewater

According to the First Deputy Minister of regional development, construction and housing and communal services of Ukraine Vyacheslav Nehoda, the Ministry of regional development jointly with the all-Ukrainian Association of bodies of local self-government "Ukrainian Association of district and regional councils" plan this year to assist the United territorial communities in the development of infrastructure projects of water supply and sanitation. United territorial communities of Ternopil region, the vast majority of communities in rural areas, where the issue of centralized water supply and sanitation is very acute and requires urgent solution. It will be one of the priorities for local government the newly created communities. For its solution we need expert and technical assistance. On with the participation of experts of the Association, specialists of the Ministry of regional development, research and design-technological Institute of municipal economy and representatives of donor organizations, particularly Despro, developed the criteria that will be selected several pilot communities from different areas. These communities will receive expert and technical assistance in the development of projects in the field of water supply and sanitation, which will be consistent with the overall strategy of their development. The implementation of such projects should become an example for further implementation of similar practices throughout the country. Having a qualitative infrastructure development projects, communities will be able to attract funds for their implementation. Resource for projects of community development are incorporated in the State budget of Ukraine for 2016. First of all, this is a state subsidy to support communities in the amount of 1 billion hryvnia, and the State Fund of regional development, where are the 3 billion hryvnia. Additionally, 2.9 billion UAH are envisaged in the state Budget for socio-economic development of the regions from credit institutions or international donor organizations. The money is there, but the main "stumbling block" for the region remains the lack of the projects themselves. In the past year due to the shortage of quality regional development projects, to be developed by local authorities together with regional state administration, a large share of resources DFRR went outside the United territorial communities. They have been used to improve the living conditions of our people, but not in communities that have merged. The regional development Ministry is ready to provide comprehensive assistance to local authorities at all levels, that such projects appeared, because it affects not only the success of local government reform and decentralization, but also how quickly will change people's lives for the better in every community. Therefore, there is every reason to believe that this initiative will be another powerful stimulant to the unified territorial communities of Ternopil region.
