According to him, one effective event - adoption of Lutsk city Council in 2011, “programme of assistance for associations of joint owners of apartment houses on the territory of Lutsk city for 2012-2014. The main purpose of this Program is defined to ensure conditions for creation and effective functioning of sustainable condominiums, carrying out of major repairs in the houses of osmd on the terms of co-financing from the local budget. In General, over the course of the programme the participants were 39 condominiums, from the city budget allocated 4 million 470 thousand UAH and attracted co-financing of condominiums about one and a half million hryvnias. Have carried out the work: capital repair of houses and their structural elements, elevators, house systems of water, heat, electricity and sewage, installation of metering of thermal energy and individual heating points. Taras Yakovlev said that another program, which transferred to the Department of development of the CMF in 2015, “the Program of compensation of interest rates on loans for 2013 - 2017”. At this time, for condominiums, which have borrowed in credit and financial institutions for execution of works on capital repair of buildings and implementation of energy efficient measures, Lutsk city Council, within the action programme is compensation of interest rates on 16 the loan agreements. In 2015, for reimbursement of interest rates on loans to the city Council addressed the seven associations that the decision of the competitive Commission included in the list of borrowers to compensate them for interest rates. The amount of the budget actually financed in 2015 for reimbursement of interest on taken loans condominiums, is 284,785 thousand UAH. Statistics on the registration of associations is as follows: at the beginning of 2011 in our city there were 81 condominium in 2011 registered 15, 2012 - 12, 2013 - 12, 2014 – 20, 2015 – 53. As of 01.01.2016 their number increased to 193, serving 219 houses. Taras Yakovlev said that activities of the city government, aimed at stimulating the increase in the number of associations of co-owners in our city. “From our experience in this area believe that one of the factors that hinder the process of creating a condominium is the lack of professional management of residential real estate. The management of the housing Fund is directly linked to safe accommodation, therefore the performance of all complex of works requires compliance with all existing requirements, standards, regulations, orders and rules regardless of who operates this house. However, there are still a number of important problems in the organization of activities of the condominium: maintenance of houses and house communications, building relationships with private and public utility companies that provide services. “The plans of work of the Executive Committee of Lutsk city Council, its structural units - the Department of housing and public utilities many of the activities to promote creation and activity of osmd in our city.
