In the community of Zhytomyr discuss decentralization
21 January in territorial communities Andrushivka district, held a meeting at the "round table" on the theme: "Decentralization of power and local government reform". The event was held at the initiative of the regional Council and office of reforms in the Zhytomyr region in cooperation with the Center of retraining and improvement of professional skill of workers of bodies of state power, bodies of local self-government Zhytomyr regional state administration and Zhytomyr regional Council. Meeting with active communities in the villages and officials of local self-government, in particular, took place in Andosca and S. Old Boiler. The experts of the Office of reforms and employees of the Executive apparatus of the regional Council told the representatives of territorial communities about the nature and benefits of decentralization in Ukraine the administrative-territorial reform, acquainted with the directions and objectives of the constitutional process regarding the strengthening of local governments, peculiarities of the legal framework in this field, clarified the mechanisms and principles of the Association community, peculiarities of functioning of territory management after the merger, provided useful methodological, informational advice. During the meeting it was noted that local government reform and territorial organization of power in Ukraine was conceived to territorial communities at the local level to have more power and resources to effectively solve their problems and create the best conditions for the access of the population to quality of administrative, social, humanitarian and other services, attracting investment. And yet – for the formation of responsible government and control over its action by citizens. But to the processes of unification of territorial communities must be approached carefully, wisely and logically. Also discussed the peculiarities of functioning of the sphere of education, medicine, social protection of citizens in the new environment. In particular, discussed the activities of local medical and social institutions, rural schools, kindergartens, administrations and the like.
