According to him, the highest annual revenues the General Fund in the Kozyatyn district (135,0%), Principal (133,8%), Teplice (133,0%), Lebedev (132,1%), Research (131,2%), the lowest – in Mogilev-Podolsky (102,4%), M. Zhmerynka (104,8%), m. Kozyatyn (106,7%), M. Ladyzhin (107,1%) and Vinnytsia (110,5%). Indicators, approved local budgets for 2015 (without changes) of the General Fund income is 133 percent. Implemented according to the plans of 2015 all (701) budgets of village, settlement, city (cities of district significance) councils. This is an absolute indicator that has been achieved over the past 10 years. The amount of over-fulfillment of local budget revenues of the General Fund of the consolidated budget of the region amounted to 376,9 million USD. these funds in the beginning of 2016 moved into the remnants of local budgets. Including balances of local budgets at the expense of an overfulfillment of revenues for 2015 amounted to the cities of regional importance at 107.5 mln., district budgets – 97,7 million USD. rural, town, towns budgets – of 151.7 million USD. in the regional budget - 20,0 mln. Nikolay Kopachevsky also noted : "Fiscal decentralization and changes to the Budget code of Ukraine were given the opportunity in 2015 to receive an additional financial resource in the amount of 576,4 mn. vs. 2014 (in comparable conditions). In particular, the single tax – UAH 188,3 million., environmental tax – 46,5 million USD. for excise tax with the implementation entities retail excise goods – 236,2 mln., tax on profit of enterprises in the private sector – 42,0 million USD. on the fees for the provision of other administrative services – 29.1 million UAH., state duty – 10.4 million UAH. and tax on property (without land rent) – 23,9 mln." Commenting on the above said, the head of the regional state administration Valery Cow stressed. what new types of taxes, particularly excise duty, is "a serious motivational factor that encourages village heads for proper development". The tax to incomes of physical persons, which is the main budget-forming taxes (more than 55.0 per cent of total Fund revenues), came to the area budget for 2015 1763,0 million USD. that is to 112.8 percent of the indicators approved by local councils with the changes.
