3 February in the regional state administration held a meeting of senior staff of civil protection of the region, institutions and organizations by summarizing the work in the field of civil protection in 2015 and identify the key tasks in this area for 2016. The session was chaired by the Chairman of regional state administration Vladimir Gonik, participation in its work was accepted by the Deputy Director of the Department of State service of Ukraine for emergency situations Pavel Afanasiev, chief of civil protection of the regional state administration Department Alexander Dubrovin, the head of Department of gschs of Ukraine in the field of Vladimir Groshong, members of the regional Commission on questions tekhnogenno-ecological safety and emergency situations, chairmen of regional state administrations and cities of regional subordination (video and telephone), the heads of specialized agencies and officials on matters of civil protection institutions in the region. In his opening remarks, the Chairman of regional state administration noted that last year on the territory of Volyn region there were many emergencies and unclassified events that threatened the safety of the public or could adversely affect the territory. But thanks to the close cooperation, efficient interaction of the emergency services and local authorities failed to respond effectively to a crisis situation in winter, fires in the ecosystems, prevent flooding of human settlements and any occasion where people needed help, did not remain without appropriate attention and effective action by the emergency services field. RSA Chairman appreciated the activity of the territorial subsystem of the region as “satisfactory” and said: «the Situation in the field of civil protection is under control, but you need to take into account last year's experience and to provide ways to solve problematic issues in advance in order to effectively respond to the challenges of our time. To do this for the next session of the regional Council to complete the preparation of a Comprehensive regional program of protection of population and territories from emergency situations of technogenic and natural character in the Volyn region for 2016-2020. This will allow to take effective measures to prevent emergency situations and in case of their occurrence to ensure prompt elimination of consequences". In his report the head of Department DSNS in Volyn region the General-the major of service of civil protection Vladimir Groshong noted that in 2015 fire and rescue units of the region eliminated 1323 fire, during which saved 22 people and material values to the amount over UAH 110 mil., 368 visits made to perform rescue operations at accidents, pumping water with minor flooding of homes, pulling cars from ditches, etc, and destroyed by pyrotechnics 1051 units of explosives and inspected the terrain with an area of about 30 ha. In total, last year in area there were 6 emergencies (4 – o’stowage level 2 – local), all natural. Units "101" 18 priors to help the foresters to contain major fires in the forests. Rescuers region worked effectively to increase the level of professional skills – two chiefs of the guard in the national competition took second and third places respectively and the team of the region won the competition for the Cup of Ukraine on fire-applied sports. Rescuers Volyn region took part in NATO international exercises «Ukraine-2015", 20 of persons of ordinary and commanding structure were directly involved in the performance of tasks in zone anti-terrorist operation in the Donetsk and Luhansk regions. Special attention was paid to the prevention of fires and deaths of citizens in front of them, teaching people the rules of conduct during emergency situations. The staff of the divisions regularly hold events to raise awareness in the field of civil protection during complex processing, and with the help of the media, attracted to this activity of employees of other agencies and bodies of local self-government. The main rescuer of area assured that «taking into account the possible complication of weather conditions in winter, in the calculation of operational fire and rescue units daily serve more than 130 personnel, 25 fire off-road vehicles that can be used for the release of vehicles from snow drifts, ready-to-deploy forces and resources 17 mobile groups of forces of civil protection in the regions and cities of the region 4 mobile points of heating, which provided all the necessary property and equipment to their stable operation in emergencies for about’objects of life-support". Vladimir Groshong noted that last year at the initiative of the Management of the regional budget allocated more than 800 thousand UAH. for the purchase of rescue units fighting clothes, fuel, lubricants, foaming agents, devices on compressed air, communications’communications and lighting, telecommunications equipment, power plants and the like. Deputy Director of Department of gschs of Ukraine Pavlo Afanasyev in his speech, described the status of the technogenic and fire security in the state, has led the analysis of the status of implementation guidance documents in the field of civil protection. He drew the attention of heads of bodies of local authorities of the region on the importance of ensuring the safety of the population, maintaining a high level of preparedness of civil protection and the creation of divisions of local fire protection.
